Class Specifications

The primary function of an employee in this class is to perform technical office review of building and site plans to ensure compliance with City ordinances, plumbing, mechanical and building codes and to perform on-site building inspections to ensure compliance with City, state, and other applicable codes. Additionally, this employee performs final inspections for building code and the city's wastewater requirements. The position is under the direct supervision of the Building Supervisor although considerable leeway is allowed for independent judgment and initiative. The principal duties of the position are performed in a general office environment and in the field that may include exposure to adverse weather conditions.

Examples of Work Duties

Essential Duties and Responsibilities

  • Performs technical office review of building and constructions plans and performs on-site building inspections for compliance with approved plans and City and other applicable codes including but not limited to, plumbing, mechanical, building, structural, fire safety and other applicable codes;
  • Performs inspections of new construction, remodels, alterations and removal of all plumbing related work for compliance with City ordinances and applicable codes;
  • Performs inspections the installation and alterations of heating and air-conditioning systems for compliance with international codes;
  • Performs final inspections for building code and City's wastewater requirements;
  • Inspects sewer and water service installations and new sewer connections;
  • Maintains files and records of inspections;
  • Notifies building owner/contractor of code violations and corresponds with affected parties on compliance efforts;
  • Responds to inquiries from design professionals, contractors, developers and the general public on plumbing, mechanical, building code requirements and construction techniques and practices;
  • Performs plan checks on commercial construction and reviews proposed building plans to ensure compliance with city ordinances, plumbing and mechanical codes;
  • Researches changes in Building, Mechanical and Plumbing codes to stay current in the field;
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
  • Performs all work duties and activities in accordance City policies, procedures and safety practices.

Other Duties and Responsibilities
  • May review and approve building and mechanical permits, and authorize issuance of certificates of occupancy;
  • Serves as resource to wastewater treatment plant, and other departments within the City and the Panhandle Health District on sanitation requirements in regards to plumbing in restaurants and other food establishments;
  • Assist in writing policies and procedures and notify all affected parties of changes;
  • Performs other related duties as required.

Knowledge, Skills and Abilities

Knowledge of:

  • Principles, procedures, materials, and standard practices of building construction, including stages when inspections to detect violations and defects are most easily observed and corrected;
  • City and other applicable building and construction codes, including but not limited to, structural, plumbing, mechanical, building, heating, fire safety, and other applicable codes;
  • Standard practices and procedures for plan, permit, and license application review, evaluation, and approval, including documentation;
  • Standard practices and procedures for field inspection;
  • City wastewater requirements.

Ability to:
  • Read and interpret code books;
  • Follow written and oral instructions;
  • Operate a motor vehicle;
  • Operate standard office equipment, including a personal computer using program applications appropriate to assigned duties;
  • Communicate effective and establish and maintain working relationships with other employees, the public, developers and builders, customers, property owners and other interested and affected parties, including in difficult and sometimes adversarial circumstances.

Acceptable Experience and Training

  • In addition: Associate's degree in building construction, engineering, architecture or related field; or
  • Two (2) years' technical training construction management or related field; or
  • Four (4) year's experience in the building industry or building inspection; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
