Join our progressive HR team! We are seeking a Human Resources strategic partner who provides excellent customer service and loves to provide professional support to the organization.
Position Summary:
The HR Business Partner provides general Human Resources assistance to all levels of employees in a highly confidential, busy, and customer service-oriented environment. This position performs a variety of professional level Human Resources tasks. This includes HR activities related to recruitment, training, benefits, and employee relations; assists with various classification and compensation exercises, retirement, performance management, policy development, employee relations, and other assignments.
Essential Duties:
Recruitment/Onboarding
- Performs professional assignments and tasks in administration and coordination of the recruitment, training, and onboarding functions.
- Prepares job announcements and descriptions.
- Posts positions in applicant tracking system and posts positions to other advertisement sources.
- Screens applications; compiles interview questions; schedules and participates in interviews; and advises panels on selection criteria.
- Conducts reference checks, makes job offers, and contacts those not considered for positions.
- Attends job fairs and employment events.
HRIS Data Entry
- Generates personnel actions for all employee changes through HRIS Munis entry.
- Processes and maintains enrollment records for Arizona State Retirement System (ASRS) and Public Safety Personnel Retirement System.
- Completes compensation and benefit surveys from other cities and towns.
- Gathers information for special projects/ad hoc reports for HR, Risk, and citywide.
Benefits/Training
- Assists with benefits consultations for new hires and questions related to FMLA, ASRS, and PSPRS.
- Assists with the administration of employee benefit changes online.
- Conducts New Employee Orientation program.
Other Duties
- Assists with special projects.
- Manages Public Records Requests.
- Maintains strict confidentiality.
- Other duties are performed as necessary.
Qualifications:
Education/Experience
High school diploma or equivalent; at least three (3) years of technical/professional Human Resources generalist work experience, preferably in the public sector; or any combination of training, certifications, or qualifying experience that provides the ability to successfully fulfill the essential knowledge, skills, and abilities to perform the essential functions of the position.
Licensing, Certification, and Other Requirements:
Professional Human Resources certification(s) such as IPMA-CP, IPMA-SP, SHRM-CP or SCP, and/or PHR or SPHR is preferred. A Bachelor's Degree in Human Resources, Business Administration, Public Administration, Business Management, or related field is preferred.

- Ability to respond to routine HR questions and situations and to know when to refer to other HR staff.
- Ability to establish and maintain effective working relationships with elected officials, department heads, employees and their representatives, other Human Resources, business and professional groups, and citizens.
Physical and Visual Ability:
- Work is performed in a standard City office environment
- May be required to sit for extended periods of time, work in a fast-paced office, and at times, under pressure to meet tight time schedules and deadlines.
- Safely operate a city vehicle and variety of standard office equipment including a computer terminal, telephone, 10-key calculator, copy, and fax machine requiring continuous and repetitive arm, hand and eye movement.
- Ability to lift and carry materials weighing up to 30 pounds.
Hearing and Speaking Ability:
Must be able to effectively communicate and have sufficient speaking ability to clearly, concisely and effectively communicate in person, electronically and over the telephone.
