INTRODUCTION: 
The Racine Wastewater Utility is responsible for the recycling of municipal wastewater for return as a clean resource into Lake Michigan through the operation of advanced computer instrumentation and mechanical equipment. 

POSITION PURPOSE: 
Assist with the repair and maintenance of wastewater equipment and machinery, support inspections, and help with preventive maintenance tasks, all while learning under the guidance of experienced mechanics. This role serves as a step toward advancing to a full mechanic position, working independently or as part of a team.ESSENTIAL DUTIES: 
• Assists in repairing and maintaining wastewater machinery, physical structures, and equipment under the guidance of experienced mechanics, following blueprints or manuals and using hand or power tools.
 • Helps inspect machinery and mechanical equipment for defects or malfunctions, learning diagnostic techniques.
 • Dismantles machinery or equipment to access defective parts under supervision, and assists in repairing or replacing them using various hand tools.
 • Cleans and lubricates equipment according to the manufacturer’s recommendations and department preventive maintenance schedules, with guidance from senior mechanics.
 • Assists in the repair or replacement of gauges, valves, pressure regulators, and other hydraulic or measuring equipment; helps clear clogged drains using plumbing equipment.
 • Participates in maintaining physical structures using hand tools and power equipment, working either independently or in tandem with other plant mechanics or personnel.
 • May assist electricians in installing or replacing equipment and electrical apparatus as part of the training process.
 • Participates in the preventive maintenance program by assisting with record-keeping of lubrication and repairs.
 • Works with computerized maintenance program work orders, updating computer information under supervision.
 • Maintains accurate electronic or hard copy records of lubrication and repairs as part of the utility’s preventive maintenance program.
 • Collaborates with other Utility departments and staff to respond to emergency situations or assist on projects in the plant while gaining hands-on experience.
 • Adheres to all safety procedures and rules, as well as Utility work policies, while learning and developing skills in a safe environment.MINIMUM QUALIFICATIONS: 
  • High School graduation, or GED equivalent, and at least 18 years old.
  • Experience working with pumps, compressors, blowers, or engines in an area related to industrial plant or commercial automotive maintenance; or a combination of years and education is a plus
  • Mechanical training and certification in HVAC, automotive, or electro-mechanical technology is a plus.
  • A valid state-issued motor vehicle operating license.

ADDITIONAL KNOWLEDGE, SKILLS, AND ABILITIES
  • Ability to apply good work practices by planning work and utilizing materials efficiently. 
  • Skill in analyzing, diagnosing, correcting mechanical failures and defects; including a working knowledge of mechanical functions, principles and techniques. 
  • Must have good mechanical aptitude, verifiable by past work experience.

PHYSICAL AND MENTAL ABILITY REQUIREMENTS:
Language and Interpersonal Communication.
  • Ability to assist in utilizing, interpret, and apply a variety of advisory data and information such as instructional pamphlets, blueprints, line diagrams, meters, gauges, operation and maintenance manuals, charts, and graphs.  
  • Ability to communicate orally and in writing with varied and diverse contacts, such as Utility personnel, vendor representatives, and contractors.
  • Ability to understand and follow specific written and oral instructions; and perform duties with a minimum of direct supervision.
  • Ability to work independently and as a participating work team member.
Judgement and Situational Reasoning
  • Ability to apply rational and ethical judgment, tact, courtesy, and diplomacy when dealing with Utility personnel, public customers, contractors, and vendors. 
Physical Requirements
  • Must have good dexterity with ability to hand operate power equipment and tools.
  • Ability to exert strenuous physical effort to lift and carry objects up to 50 lbs., typically involving some combination of stooping, kneeling, crouching and crawling, lifting, carrying, pushing and pulling.
  • Must not have fear of heights (work off ladders or scaffolds).
  • Must be able to enter and work in confined spaces.
  • Ability to wear personal protective equipment, such as goggles, face shields, gloves, boots, steel-toed shoes, masks, respirators, and ear plugs or ear muffs.

WORK ENVIRONMENT AND CONDITIONS:
  • Ability to work outdoors under severe weather conditions; hot and cold; rain, snow, sleet, wind, and sun.
  • Ability to walk extensively, often while carrying tools and supplies, and work in a standing position for long stretches of time.
  • Ability to work in less than desirable conditions (such as wastewater treatment basins, tunnels) under potentially moderately unsafe and uncomfortable conditions, where exposure to environmental factors such as odors, dampness, chemicals, noise, pathogenic organisms, electrical currents, and/or dusts can cause a risk of injury; step and ladder climbing with fall hazards, slip and trip hazards, and large water basins with fall and drowning risk.

EQUIPMENT USED:
  • Hand tools, power tools, welder, hoists, gas torch, hydraulic and drill press, power washer, steam cleaner, fire hoses, shovels, snow blowers, power vehicles, Bobcat, fork lift, step ladders, extension ladders, hydraulic lifts, electronic diagnostic equipment, miscellaneous tools and equipment and office equipment.
  • Software technology used may include maintenance software, Microsoft Outlook, Word, Excel, Time Management Software (TMS); other software may be applied.
