Are you an experienced and driven Senior Business Analyst seeking a dynamic opportunity to lead IT projects, while leveraging your skills in business analysis, process mapping & reengineering, and continuous business improvement? The City of Raleigh IT department is searching for a highly motivated individual who excels at bridging the gap between IT and business objectives. In this role, you will not only drive project success through effective analysis and Scrum Master duties, but also provide managerial oversight to two IT Business Analysts, guiding teams toward operational excellence. If you are a results-oriented professional with a strong foundation in IT, business strategy, and team leadership, we want to hear from you.The IT Business Analyst Manager will lead a small team of Business Analysts, serving as the principal BA for the group. This role emphasizes evaluating and improving departmental processes, with a focus on researching and recommending software solutions that align with organizational goals. The manager will collaborate closely with departments to assess their business needs and technical requirements, translating them into effective process enhancements and system implementations. In this role, you will lead high-profile, complex projects, often in emerging business or software domains, while mentoring team members and promoting best practices in business analysis and technology adoption.

Business Case Development
  • Lead the creation of comprehensive business cases to support city of Raleigh IT department, ensuring alignment with business objectives. This includes presenting business cases to senior leadership for approval and prioritization of IT projects.
Department Needs Analysis
  • Collaborate with City of Raleigh departments to identify and analyze business needs, gaps, and opportunities for continuous improvement. 
  • Facilitate requirements-gathering sessions to accurately capture the functional and non-functional requirements of stakeholders. 
  • Translate business needs into technical specifications that guide the development and implementation of IT solutions.
Process Evaluation, Reengineering & Improvement
  • Lead cross-functional teams to evaluate current business processes and identify areas for efficiency improvement. 
  • Ensure that process improvements align with overall business and IT strategies.
Software Research & Implementation
  • Conduct research on software solutions that can address the identified business needs, comparing functionality, cost, and long-term viability. 
  • Oversee the RFP process, selection, acquisition, and implementation of new software systems and ensure smooth integration with existing platforms. 
  • Ensure that all implemented software solutions meet security, compliance, and governance standards.
Documentation & Reporting
  • Documentation and reporting will be a key part of your role. You will be responsible for creating and maintaining accurate documentation for business requirements, process workflows, and system configurations. Additionally, you will ensure that all documentation is up to date and easily accessible to relevant stakeholders.
Mentorship & Training
  • You will mentor business analysts, guiding them in the best practices and methodologies to improve their performance. You will also create and manage training programs aimed at enhancing the technical and analytical skills of your team members.
Education and Experience
Bachelor's degree in information technology or directly related field, five years of professional experience related to assignment.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Preferred Qualifications
  • 7 to 10 years of related work experience as an IT Business Process Analyst, Scrum Master or IT Business Consultant.
  • 5 to 7 years of experience working with large ERP vendors and major technology application providers.
Knowledge of:
  • Supervisory principles, practices and techniques.
  • Enterprise-wide understanding of business processes, systems & data.
  • Experience in business analysis, including gathering and documenting requirements, business process modeling, and developing technical solutions.
  • Demonstrated experience in leading complex projects and initiatives.
  • Understanding of Agile / Six Sigma / Lean Methodologies.
  • Knowledge and experience with ITIL® version 3 Service Management methodologies.
  • Strong project management and leadership skills. Ability to manage complex work and use a high level of management and organizational skill.
  • Experience in the effective use of the Microsoft Office suite of tools in the building of reports and presentations as well as in the analysis of data.
  • Practices and methods of coaching and leading the work of others.
  • Techniques and methods for organizing, prioritizing, assigning and monitoring work.
  • Principles and practices of information technology management.
  • Project management principles and practices.
  • Principles and practices of program administration and management.
  • Best practices, trends and emerging technologies.
  • Principles and methods of qualitative and quantitative research.
  • Principles and applications of critical thinking and analysis.
  • Principles and practices of budget development and administration.
  • Principles and practices of procurement.
  • Principles and practices of group facilitation and building consensus.
  • Applicable federal, state and local laws, codes, regulations (based on assignment).

  • Specialized equipment relevant to area of assignment.

  • Monitoring compliance with applicable plans, standards, regulations and contracts.
  • Identifying engineering-related deficiencies and implementing solutions.
  • Researching industry trends, solutions and best practices.
  • Reading, analyzing, evaluating, interpreting and summarizing written materials and statistical data.
  • Exercising political acumen, tact and diplomacy.
  • Managing and overseeing information technology projects, processes and functional operations.
  • Interpreting and applying applicable laws, codes, regulations and standards (based on assignment).
  • Providing customer service.
  • Utilizing a computer and relevant software applications.
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.
ADA and Other Requirements: 
Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work: 
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions:
Work is routinely performed in an indoor, office environment.
