The IT Business Relationship Partner (BRP) serves as the strategic interface between the IT department and the business units, fostering collaboration, identifying opportunities for innovation, and aligning technology solutions with organizational goals. The role requires a deep understanding of business processes and the ability to translate business needs into actionable initiatives, ensuring the delivery of high-value solutions. 

About you: 

City of Raleigh is looking for an individual that can Act as the primary point of contact and trusted advisor for assigned business departments regarding IT-related matters and build strategic partnership by collaborating with stakeholders to define and prioritize IT initiatives. In this role, you’ll identify opportunities for leveraging technology, facilitate communication of policy and standards to the departments. The right individual will also be able to define and manage scope, expectations, constraints (budget, resources), and work with external vendors to manage overall demand process.

The IT team collaborates with academic institutions and other local governments to spearhead progressive projects that not only improve the quality of life in Raleigh but also pave the way towards a vibrant digital future. IT is dedicated to ensuring smooth operations for City services and safeguarding critical data. 

City IT constantly seeks innovative and cost-effective solutions that empower City departments to better serve our community. The department is passionate about offering training opportunities on the latest information tools and software, as well as delivering exceptional customer service to meet the technology needs of City employees and service community.

  • Ensure adoption of IT landscape, changes, and policies through effective change management and stakeholder relations
  • Partner with IT Operations team for escalations and improvements
  • Co-develop enterprise application portfolio management directory
  • Accountable for aligning department business strategies with IT strategies, developing technology roadmaps, and charters relevant to their focus area, to best enable IT capabilities needed to achieve and fulfill our IT obligations to the City
  • Exhibit thought leadership on industry trends and innovation opportunities to translate business requirements into IT projects or services that deliver future capabilities. Responsible for execution of framework for cross-functional prioritization to ensure appropriate strategies and technology map results are achieved across the enterprise. Drives alignment between business and IT strategies across the enterprise through routine IT planning processes and people
  • Establish and maintain business relationships with departmental and organizational executives and leaders. Drive transparency with your IT leadership by IT needs, challenge assumptions, and champion efforts within IT to develop cost effective, innovative solutions that can be leveraged across the enterprise
  • Collaborate with enterprise applications service delivery teams, infrastructure / operations, information security and enterprise Project Management Office to identify and translate IT value proposition and capability requirements into actionable projects to deliver value in a cost-effective manner. Review and confirm financial and risk management information in business cases
  • Engage and influence at all levels of the organization (staff to Department Managers) and articulate IT visions in a bi-directional manner. Reinforce how the IT vision can become a driver of business value. Educate leaders on technology strategy, trends, and how this relates to their business objectives. Serve as extended member of the business leadership team
  • Co-develop and maintain digital roadmap and ensure its alignment with the overall IT strategy. Ensures definition, prioritization, and delivery of the IT needs, as well as high level approach (including development of project charters, expected value, risks, and resource requirements) in collaboration with the requisite IT teams. Engage with delivery leads throughout project implementation to align functional resources with IT delivery and support activities
  • Provide detailed, accurate and timely updates on current activities to all stakeholders. Ensure proper engagement, at appropriate times, with IT through communication and organizational change management. Maintain customer service focus with the ability to actively listen, elicit information, comprehend issues/needs, and recommend solutions
Education and Experience:
Bachelor's degree in information technology or directly related field and five years of professional enterprise system management and/or technology project management experience for implementing and/or upgrading large, complex enterprise systems.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

License and Certifications

  • ITIL Certification (or the ability to achieve certification within six months) is strongly desired 
  • Scrum Master certification, optional but preferred 
  • Lean Six Sigma Certification, optional but preferred
Knowledge, Skills and Abilities: 

  • Proven experience working in networks and leading by example and influence
  • Enterprise-wide understanding of business processes, systems & data as well as Agile / Six Sigma / Lean Methodologies and public / private sector industry trends with the associated technologies
  • Working experience with ITIL® version 4 Service Management methodologies
  • Managing complex workloads with strong project management, business analysis, and leadership skills
  • Confident, professional, and effective presentation and interaction with senior management
  • Effectively using the Microsoft Office suite of tools in the building of reports and presentations as well as in the analysis of data
  • Change management experience ensuring adoption and benefit realization of IT investments
  • Leading, coaching and managing under conditions of ambiguity and uncertainty with the ability to resolve conflicts that promote forward thinking solutions
  • Thought leader around the application of information technology to business processes and challenges, exhibiting a high tolerance for rapid change
  • Building and leading business analysts and collaborative individuals who live and breathe optimizing the exploitation of technology, data and information
  • Strong organizational skills including time management, prioritizing tasks, estimating activities, and meeting deadlines effectively prioritizing individual and team work
  • Building strong, positive working relationships with business partners, project team members and other technology team members in a matrix organization
  • Strong attention to detail and demonstrated problem solving skills with excellent verbal, written and interpersonal communication skills

Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions:
Work is routinely performed in an indoor, office environment.
