The City of Raleigh Parks, Recreation and Cultural Resources Department (Raleigh Parks) is seeking a dynamic and forward-thinking Refuse/Recycling leader who is passionate about making our city a better place to live, work, play, and learn. The Raleigh Parks system boasts approximately 10,000 acres, including 200 parks and open spaces; 120 miles of greenway trails; 38 community and neighborhood centers; 2 art centers; 2 active-adult centers; 9 historic sites, museums, and cemeteries; 63 athletic fields; over 100 tennis courts; 4 lakes; 4 nature preserves; 73 locations with playgrounds; 7 dog parks; 8 swimming pools and more. We have over 425 full-time staff and employ nearly 1,800 part-time and seasonal staff annually during peak spring, summer, and fall seasons. The FY23 annual operating budget for Raleigh Parks is $60.7M, and the annual capital improvement budget is approximately $8M. On November 8, 2022, the City of Raleigh will have a $275M public bond referendum for the new construction and renovation of parks, greenways, and community centers.

The Refuse Collection Crew Supervisor must be committed to providing exceptional customer service and have the ability to work with a broad range of City staff, & vendors. The successful candidate will be a supervisor with our specialized work team (Refuse) in support of The Parks, Recreation and Cultural Resources Department and other City Departments.
 
The Refuse and Recycling Team consists of four staff servicing trash and recycling containers in City Parks. This position is responsible for scheduling and balancing collection routes, adding new locations, evaluating receptacle placement and locations, maintaining container inventory, coordinating dumpster service with outsourced vendors, service and maintenance of Big Belly trash receptacles and coordinating the maintenance and repair of Refuse trucks.
  • Maintain equipment inventories and keep equipment clean and in good repair.
  • Oversee assigned personnel, which includes assigning work, training, and problem resolution.   Evaluate performance and make recommendations for personnel actions.  Motivate employees to achieve peak productivity and performance.
  • Maintain maintenance records and preventative maintenance schedules for all assigned equipment.
  • Track service delivery costs and quality of parks
  • Provide quarterly and annual reports and annual operating budget requests.
  • Ensure adherence to all relevant regulations, guidelines, and COR standards.
  • Perform activities of workers supervised.
Education and Experience
High School Diploma or GED and six years of related experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing/Certifications
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire.
Depending on assignment, some positions may require:
  • North Carolina Public Operator Pesticide License.
  • International Society of Arboriculture Certification and qualified Line Clearance Certification.
  • Valid North Carolina Class B Commercial Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire.

ADA and Other Requirements
Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Heavy Work:
Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects.

Working Conditions:
Work is performed in both the field and in an indoor office environment with moderate exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); and frequent exposure to intense noise.
