Join the City of Raleigh’s Human Resource Department as our new Senior Policy & Communications Analyst. Reporting to HR’s Business Manager and working closely with senior leadership, this position will play a pivotal role in leading HR’s marketing efforts, developing innovative strategies to connect with a myriad of stakeholders, and partnering with all HR business units as well as other city departments to ensure cohesive and impactful communication initiatives. This role will also encompass responsibilities in process improvement, policy development, and project management, supporting the department’s continuous improvement efforts.

We are seeking a creative, organized, and energetic communications professional that can use their critical thinking and strong interpersonal skills to develop and implement communication strategies that positively impact the City’s diverse workforce. A successful Senior Policy & Communications Analyst will have a demonstrated track record of leading branding initiatives, analyzing underlying communication challenges, and delivering innovative solutions. This person will enhance transparency and engagement by shaping written and visual communications, along with developing strategies that strengthen HR’s connection to employees and the community. They will also use their project management and process improvement skills to streamline operations and support the successful implementation of HR initiatives.

This position may be eligible for the City’s Telework Program. This program allows for the ability to work from home approximately two days during the workweek; however, candidate must be flexible to work in the office for required in-person meetings and events.

  • Works with HR staff to understand project goals and provides recommendations on design format, image selection, print specifications, and timeline
  • Prepare, edit, and design publications and brochures
  • Perform research, gather, and evaluate data and information for communication planning and delivery
  • Monitor and recommend communication opportunities and technologies that align with departmental goals
  • Evaluate communication campaign results and identify opportunities for enhancement.
  • Assist with project management of internal communications and employee engagement initiatives
  • Curate and/or create visuals for newsletter content, social media, digital signage platform, intranet, and other internal and external channels
  • Draft employee-centric content for various social media platforms, including LinkedIn
  • Draft talking points for senior Communications/HR staff and/or department management
  • Help develop and provide ongoing support for key employee engagement initiatives, which may include, but are not limited to virtual and/or in-person events. Tasks may include topic ideation, scheduling and communicating with presenters, hosting/co-hosting, and other behind-the-scenes tasks as necessary
  • Manage and update content on the City's intranet, website, and internal digital signage platform
  • Partner with internal and external resources to ensure alignment of messaging and coordination of processes for timely execution
  • Provide frequent and clear communications regarding project status to key partners
  • Develops internal training materials related to design, print, and branding for HR business units.
  • Serve as the HR/Communications ambassador to other City departments; liaise with departments to gather feedback on what is working and what is not from an HR and communications perspective
  • Support the development of a HR communications strategy in partnership with the Communications Department and Human Resources staff
  • Works collaboratively with business units and departmental leadership to build consensus regarding critical HR policies
  • Reviews processes and leads improvement projects
  • Provides project management for the various projects and process improvements in HR
Education and Experience:
Bachelor's degree in human resources, organizational development, business or public administration and five years of professional human resources, training and/or organizational development experience

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

  • PHR /SPHR / SHRM-SCP or IPMA-SCP

  • Principles and practices of human resource program administration and management
  • Project management principles
  • Best practices, trends, and emerging technologies
  • Principles and methods of qualitative and quantitative research
  • Principles and practices of budget development and administration
  • Employment laws and their impact on policies and procedures
  • Marketing and communications strategies to enhance awareness, recognition, and differentiation
  • Principles of graphic design, layout, and publishing
  • AP style guidelines and principles of effective writing
  • Current communication trends

ADA and Other Requirements:
Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions:
Work is routinely performed in an indoor, office environment.
