What are the responsibilities and job description for the Senior Engineering Supervisor position at City of Raleigh North Carolina?
This Engineering Supervisor Senior is devoted to providing paraprofessional engineering support, inspection, and professional civil engineering for a variety of public works and environmental functions and projects. Incumbents provide supervision and management of engineers and technical staff for large complex city-wide projects and/or serve as second-level unit supervisor’s over other professional staff. Incumbents are assigned the most complex and/or politically sensitive projects and manage staff involved in multiple high-dollar, high-visibility projects concurrently. Incumbents supervise professional, paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
This position is in the Capital Improvements Division for Raleigh Water which provides water and wastewater service to City of Raleigh service area, which includes the Towns of Garner, Rolesville, Wake Forest, Knightdale, Wendell, and Zebulon. The position will manage capital improvement and construction projects through the planning, property and easement acquisition, consultant selection, contract negotiation, project design and development, bidding, contract award, construction, completion, and acceptance phases.
- Supervises staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures
- Manages multiple projects from master planning initiative stage, project design and through completion of construction. Ensures projects remain within scope, that highest quality levels are maintained, and are compliant with applicable regulations; manage engineering consultants through preliminary engineering, design and construction administration
- Evaluates and manages development and/or construction processes. Manage contractors and inspectors through construction of infrastructure and serves as a liaison for City Council, Commissions, and developers. Evaluate processes; resolve issues; and/or negotiate and approve change orders
- Researches and responds to project stakeholder concerns and inquiries. Coordinates with agencies and other stakeholders on project issues, required approvals, and construction/development compliance
- Monitors and manages project budgets. Prioritizes and approves initiatives; assists with preparing budgets and estimates, and provides input and recommendations for overall capital improvement plans
- Coordinates and oversees procurement process for professional services, including organizing the committee selection process and negotiating fees
- Manages response to critical or emergency situation, making engineering management decisions and providing direction of issue resolution

Bachelor's degree in engineering or directly related field, five years of professional engineering and/or construction/project management experience and two years of supervisory experience
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation
Licensing and Certifications:
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
- Professional Engineering license
