The Utilities Crew Supervisor provides operational, technical and maintenance support for the City’s water, wastewater, collection and distribution systems. In this position, you will supervise the work of assigned crews, performing the most advanced work of those supervised. Supervision of paraprofessional and support staff includes conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

Skill in assuming responsibility for all HR functions for assigned staff, to include yearly performance evaluations and disciplinary actions, is also essential.
About Us:
This position is assigned to the Raleigh Water Cross Connection Program and is responsible for ensuring the compliance of 40,000 backflow assemblies and the protection of the City’s water system that supplies water to 650,000 residents and over 17 million visitors annually. This program administers the Raleigh Water Hydrant Meter Program by overseeing the testing, maintenance and billing of 400 rental units. Division assignments also consist of maintaining Hydrant Meter billing records and completing all office tasks associated with those records as well as other duties related to these Programs.
Ensures compliance with NC Administrative Code 15A NCAC 18C .0406 Distribution Systems by maintaining a third-party database of 40,000 backflows, conducting field surveys, and responding to external inquiries Dispatches work to employees and works with the Program’s Utilities Coordinators to determine field survey work Resolves Notices of Violation by working with field employees and property owners with backflow installation requirements
High School Diploma or GED and five years of maintenance experience
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing and Certifications:
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
- The following certifications will be required post-hire:
- City of Raleigh Backflow Certification and Cross Connection Control ORC Certification (within 2 years of hire)
- Water Distribution Level C Certification (within 3 years of hire)
Preferred Qualifications:
- Associate or Bachelor’s Degree in related field
- Cross Connection or Distribution System experience
- Administrative (data entry, billing, customer service), Asset Manager, Project Manager, or Supervisory experience
