GENERAL DEFINITION OF WORK :
Performs difficult skilled work supervising and participating in the installation and maintenance of utility distribution and collection systems; does related work as required. Work is performed under the general supervision of the Utility Superintendent. Supervision is exercised over Utility Service Technicians.
ESSENTIAL FUNCTIONS / TYPICAL TASKS :
Overseeing, supervising and participating in the repair and maintenance of water and sewer lines and appurtenances; maintaining records.

- Supervises, coordinates and participates in the work of personnel engaged in utility distribution and collection systems maintenance, repair and construction.
- Pressure tests water lines and sanitary sewer lines.
- Clean / clear sewer lines with sewer rodding machine or sewer tapes.
- Oversees landscaping of work sites after jobs are completed.
- Supervise job sites and technicians while work orders are being completed.
- Makes taps; repairs and fixes leaks.
- Reads and records meter readings.
- Operates specialized equipment such as the backhoe, mini excavator and other heavy equipment as needed.
- Works cut-off list and service request.
- Respond to emergency utility situations.
- Checks and maintains pump stations functioning properly daily.
- Supervises the maintenance and cleaning of equipment.
- Compiles data for the mapping system.
- Prepares work reports.
- On-call duties as assigned.
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES :
Thorough knowledge of the principles, practices, techniques and procedures used in the construction, maintenance and repair of utility distribution, collection and outfall systems; thorough knowledge of the equipment, tools and materials used in the construction, maintenance and repair of utility systems; thorough knowledge of occupational hazards and necessary safety precautions; ability to plan, organize, control and evaluate the work of utility crew employees; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with supervisors, employees and the general public.
EDUCATION AND EXPERIENCE :
Any combination of education and experience equivalent to graduation from high school and considerable experience in utility system construction and maintenance.
PHYSICAL REQUIREMENTS :
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for visual inspection involving small defects and / or small parts, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, oils, and wearing a respirator. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.
SPECIAL REQUIREMENTS :
Possession of an appropriate commercial driver's license valid in the State of North Carolina, Class B Water Distribution, Level II Collection and OSHA Competent Person certifications.

Retirement Benefits
All regular full-time and part-time employees are required to join the North Carolina Local Government Employees Retirement System (NCLGERS). Employees contribute 6% of their pre-tax salary to the system. Special Separation Allowance for Law Enforcement Officers
Law enforcement officers who are between 55 and 62 years of age and retire under the NCLGERS provisions are eligible for the Special Separation Allowance.

Employees are eligible for a salary increase every two years, based on meeting performance expectations as outlined in their evaluations.
