Job Description
The Solid Waste Services Division Operations Department is structured in such a way as to increase accountability, evenly distribute work, foster collaboration, and optimize efficiency. The Operations Planning Manager will provide a strong focus on internal operations. This position reports to the Assistant Director for Solid Waste Services.
Depending on the assignment, this work may focus on providing management and oversight of multiple divisions within the department that represent various capacities including providing official interpretations of codes, serving as a key liaison regarding customer issues, providing project/program management, reviewing operational performance trends, and fostering citizen
engagement.
The Operations Planning Manager works collaboratively with key stakeholders throughout the City while to support customer service, respond to citizen inquiries, and optimize the efficiency of the department. By serving as an operational resource, the Operations Planning Manager will play a pivotal part in elevating operational functions, service quality, and consistency across the department.
ABOUT US
The Solid Waste Services Department provides residential curbside collection of garbage, recycle, yard waste and a variety of specialized services. The Department works proactively to reduce waste and to increase recycling in Raleigh, while demonstrating a commitment to sustainability in all areas of the operations.
The Solid Waste Service Department is an essential component of the City of Raleigh's service infrastructure responsible for the collection, disposal, and management all material waste generated and reused within our community. Over the years, our city and grown exponentially and has undergone significant development, environmental, technological, and economic changes that is necessitating a strategic realignment of our workforce to meet these new challenges.

Duties and Responsibilities
- Serves as the key liaison regarding fleet and safety issues related to the collection and operation of solid waste services. This includes developing and maintaining relationships with Vehicle Fleet Services, City Safety, and other areas of the city to support the goals and performance outcomes for Solid Waste Services.
- Provides project/program management; monitors and maintains timelines, milestones, work plans, project budget and resource allocation; facilitates communications as needed, providing performance measurement and status updates. Reviews operational performance trends and business processes; analyzes data and identifies service gaps and inefficiencies; determines opportunities for improvement; and recommends enhanced processes and operational procedures.
- Provides support for high-profile requests, concerns, and complex issues; works closely with other divisions to facilitate problem resolution.
- Serves as a member of the executive staff and directly involved in strategic and business planning.
- Serves as the key interdepartmental liaison; Oversees the department's collaboration to ensure departmental policies and procedures are accurately communicated.
- Supports the regulatory compliance and safety of the Solid Waste Department.
- Conducts performance evaluations, coordinating training, and implementing hiring, and discipline and termination procedures.
- Reviews operational performance trends and business processes; analyzes data and identifies service gaps and inefficiencies; determines opportunities for improvement; and recommends enhanced processes and operational procedures. Member of the executive staff and directly involved in strategic and business planning.

- Serves in lieu of Assistant Directors or Director as needed; assists the Director and Assistant Directors in providing operational direction to achieve departmental goals and objectives; develops short- and long-term goals, objectives, and strategic plans that consider their political, financial, operational, and social impact to the department and City.
Typical Qualifications
Education and Experience
Bachelor's degree in planning or public administration or degree related directly to assignment area, six years of related professional planning experience and two years of supervisory experience.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Preferred Qualifications
- Master's degree in planning or public administration.
- Solid waste and customer service experience.

Sedentary Work:

Working Conditions:
