The City of Raton will accept applications from qualified applicants for the position of Code Enforcement Officer. The position classification is full-time administrative/professional with a salary range of $18.00 - $22.00 an hour dependent on experience and qualifications. Position Overview:

Code Enforcement Officers perform a variety of office and fieldwork related to inspections and investigations to ensure compliance with City and State codes and regulations to protect health, safety and welfare of the public; and provide information on City regulations to homeowners, businesses and community groups to enhance and preserve the quality of our neighborhoods and businesses. Code Enforcement plays a crucial role in protecting the community from blight and deterioration that adversely affect both health and human safety as well as economic development.


General Statement of Duties:

The Code Enforcement Officer shall enforce city ordinances relating to vacant building registration, dangerous building regulation, nuisance code, zoning code, land subdivision code, sign code, and property maintenance code.


Duties include public education on city ordinances, control of nuisance vegetation and weeds as well as automobile nuisances, conduct field inspections, research legal information associated with properties, issue citations for violations, mediate case resolution, prepare and present cases to courts of jurisdiction as required, ordinance development and revision, prepare reports, and maintain organized department records.


The Code Enforcement Officer shall participate in the development and implementation of municipal goals, objectives, policies and priorities. This position may at times require attendance at after-hours meetings. Occasional out-of-town travel required. Must demonstrate the ability to work with limited supervision.


The Code Enforcement Officer must respond to requests and inquiries from the general public and professionally represent the City of Raton during public contacts and at public meetings. This person maintains liaison with the Planning and Zoning Department and the appropriate state and local agencies and maintains departmental records and reports. The work is performed under the general supervision of the Engineering Director with considerable independent judgment and discretion in accordance with applicable laws and ordinances. The Code Enforcement Officer shall perform all other duties as assigned by the Engineering Director.

A successful candidate must demonstrate the ability to enforce ordinances and codes using good judgment and impartiality, knowledge of technical documents and legal principles, and effective communication skills.


Minimum Qualifications:

  • Must have a valid driver’s license.
  • Must demonstrate the ability to deal with the public firmly and courteously under adverse or strained conditions.
  • Must demonstrate skills to communicate well both orally and in writing.
  • Must demonstrate skills to work independently.
  • Must demonstrate ability to work well with co-workers.
  • Must have good telephone skills.
  • Must have computer experience and be knowledgeable in Microsoft Office Software (Word, Excel, PowerPoint, Outlook).
  • Must demonstrate the ability to prepare reports and maintain records.
  • Must have experience in reading plans.
  • Must have a high school diploma or equivalent.

Desirable Experience and Training

  • Knowledge of local, state, and federal regulations governing land use development and the ability to interpret the same.
  • Knowledge of municipal government procedures.
  • Experience in zoning and land use regulations and/or the construction industry.
  • Experience with ArcGIS or other mapping programs.
  • Familiarity with the iWorQ Code Enforcement module.

Physical Requirements:


The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Position requires standing, walking, lifting and moving objects up to thirty pounds. Requires work in an outdoor environment subject to variable weather conditions and the hazards associated with development sites. Must manage conflict and stressful situations, noise, moving vehicles and equipment. Must be able to traverse uneven terrain and operate vehicles and office equipment. Candidate shall be required to successfully perform a physical fitness-for-duty test as set out by the City of Raton. Random drug and alcohol testing at employer’s discretion.
