GENERAL PURPOSE
Performs a variety of first-line supervisory duties related to overseeing the day-to-day operation and maintenance of the city landfill. Directs the use of heavy-duty equipment and vehicles; response to requests and concerns from the public; monitors loads and reclaimed areas to meet state and federal permits.
SUPERVISION RECEIVED
Works under the general supervision of the Landfill/Recycling Superintendent.
SUPERVISION EXERCISED
Provides close to general supervision to Landfill Operators III, II, I and Landfill Clerk.
ESSENTIAL FUNCTIONS
Day-to-Day Field Administration: Oversees and manages day-to-day operations; plan, organize and direct a medium crew in the disposal of refuse in the operation of the sanitary landfill; schedules and delegates work assignments and projects; trains equipment operators; recommend type and amount of equipment needed, .
Observes waste to identify hazardous waste or other materials excluded from deposit in public landfill; monitors work quality and activity to ensure safety for landfill employees and the general public.
; prepare and maintain records and reports;
Assist operators in preparing the heavy equipment for the day's work; provides assistance on special construction and maintenance projects undertaken within the landfill; may provide physical or equipment labor related to cutting grades, modifying drainage system or installing protective liners to protect ground water, etc.
Public Access & Management: Monitors customer activities to assure compliance with established rules and regulations; operates radio and two-way communications as needed to alert equipment operators of suspicious activity or waste loads.
Performs random inspections of loads coming into the land fill from the general public; periodic inspections of sanitation truck loads; inspects to ensure compliance with SWANA, DEQ, and air quality standards; identifies and manages bio-hazards, improperly disposed medical office wastes, asbestos, etc.
Intergovernmental Relations & Regulatory Compliance: Assist in coordinating work and assignments with other agencies and departments; respond to inquiries and complaints; stake out pits; follow Department of Environmental Quality directives and standards in the layout and construction of cells for sanitary landfills; monitor water table and take well monitoring readings.
Deals with public complaints; apprises public of landfill requirements and fees; resolves issues face-to-face or seeks supervisory assistance.
Equipment Operations: Acts as lead operator; operates grader, compactor, scraper, backhoe, dozer or related heavy equipment utilized in the moving, covering and compacting of waste deposited into county landfill; maintains road allowing easy access in and out of landfill sites.
Checks assigned equipment; reports mechanical problems to supervisor and the shop for repair; operates a variety of hand and power tools in performing general maintenance of equipment;.
General Operations: Operate heavy equipment in landfill operation such as front-end loader, bulldozer, scraper, etc.; check out heavy equipment and assure proper maintenance and repair; police premises for loose debris;.
Performs related duties as required.
MINIMUM QUALIFICATIONS
- Education and Experience:
- Graduation from high school;
AND
- Four (4) years of experience in the operation and maintenance of landfill facilities;
OR
- An equivalent combination of education and experience.
- Knowledge, Skills and Abilities:
Considerable knowledge of heavy equipment and its operation, materials, policies, practices and regulations relative to refuse and hazardous waste disposal; proper operation and care of heavy equipment; hazards of landfill and heavy equipment operations and of hazardous materials and appropriate safety practices; federal and state regulations related to hazardous waste and environmental protection; land resource management. Working knowledge of, personnel practices; the operation and care of computers and applicable programs. Some knowledge of engineering specifications and methods of constructing landfill sites and drainage systems; principles and techniques of supervision; budget development and control programs; general accounting principles and practices.
Skilled in the use of mechanical tools, materials,; the operation and maneuvering of heavy equipment.
Ability to communicate effectively verbally and in writing; plan, organize, and direct the operations of a landfill; visualize completed projects in planning stages and estimate the end results; establish and maintain effective working relationships with customers, officials, the public and representatives of other agencies.
- Special Qualifications:
Must possess a Class B Commercial Driver License (CDL).
- Work Environment:
Essential functions generally performed in a in both indoor and outdoor work environments. Daily exposure to hazards commonly associated with landfill operations. Tasks require various physical activities, generally nominal muscular strain, such as lifting, walking, standing, stooping, reaching, etc. May be required to lift and/or pull up to 75 pounds. Communication, hearing and seeing essential in performance of daily tasks. Mental application utilizes memory for details, verbal instructions, emotional stability and, guided and creative problem solving. Some local travel required in the normal course of performing daily functions. Occasional exposure to weather extremes and environmental conditions typical of solid waste landfill operations. Exposure to bio-hazards and chemicals possible due to unknown materials brought in loads to landfill.
