Description
Under the general direction of the Electric Manager - Technology, provides supervision, leadership, accountability, and training for the Operational Technology Engineering (OTE) group; and is the Subject Matter Expert (SME) for (Infrastructure and Operations or Applications and Data), in the implementation and support of Operational Technologies (OT) and maintenance of North American Electric Reliability Corporation (NERC) critical infrastructure protection (CIP) compliance within the utility’s computer and control system environments at substations, power plants, and control centers.
We are looking for someone to
- Provide supervision, oversight, training, and direction to the OTE group, including workforce allocation, performance evaluations, daily workload, and project prioritization.
- Develop, implement, and manage short- and long-term OTE goals, objectives, policies and standards.
- Accountable as the SME and responsible for the (Infrastructure and Operations or Applications and Data) group’s technology strategies, adoption, support, training, and lifecycle.
- Develop and maintain standardized support, knowledge management, asset management, and change processes using common ITSM tools. Establish and maintain Support Level Agreements (SLA's) with enterprise technology owners across utility divisions.
- Assist in the development, implementation, and maintenance of the Electric Utility technology project submission process. May be assigned to act as Project Manager for Electric Utility technology-related projects.
- Assist in budget preparation and cost tracking of operational technologies assets and projects.
- Work in partnership with other utility divisions and City Departments to build strong relationships and provide effective, efficient, and coordinated use of resources.
- Take ownership of NERC CIP SME role(s) with responsibility for understanding and implementing CIP standards, and continued adherence to the requirements within assigned NERC CIP Standards.
Qualifications we're looking for
- Knowledge of management and leadership principles, labor relations, budget preparation, laws, rules, and regulations relevant to technology within an electric utility, including NERC\CIP compliance, IT Technologies, Cyber Security, ITIL, Electric Utility Engineering and Operations\Supervisory Control and Data Acquisition (SCADA) technologies and workflows
- Ability to manage employees with a wide range of technical skills and ideas
- Ability to communicate effectively in both oral and written manner
- Ability to manage multiple projects and priorities in a public organization
Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.
- Typical education would include a Bachelor of Science degree in Computer Science, Information Technology, or Electrical Engineering from an accredited college, or university, or equivalent in a relevant discipline.
- Typical experience would include five years of progressively responsible relevant work experience in Electric Utility Operational Technology\Supervisory Control and Data Acquisition (SCADA), NERC\CIP compliance, Server and Workstation Technologies, Cyber Security, Electric Utility Engineering and Operations technologies, including two years of management/supervision experience.
- Possession of the appropriate valid California driver's license or the ability to acquire one within ten days of appointment.
