(This recruitment series serves to fill one open position. To be considered qualified, an applicant must meet the minimum requirements for one of the following two Wastewater Treatment Operator positions.

PURPOSE OF POSITION

Under direction of Wastewater Division Manager, oversees and participates in complex and difficult wastewater treatment facility operations and maintenance duties. Employee monitors, maintains and operates treatment facility equipment; ensures wastewater treatment facility operates within all regulatory laws, rules, and requirements; collects samples and performs laboratory testing; performs general maintenance on treatment facility equipment and grounds. Employee is expected to be able to perform duties independently with minimal supervision. Within the requirements of a treatment facility operation, the Wastewater Treatment Senior Operator may be responsible for planning, organizing, and overseeing assigned operations at the treatment facility.

Essential Job Functions

ESSENTIAL JOB FUNCTIONS

Operates and maintains the treatment facility to meet all Federal, State, and Local laws, rules, and regulatory requirements.

Performs assigned rounds including adjusting process controls to daily required parameters and monitoring and working with the facility Supervisory Control and Data Acquisition (SCADA) system.

Documents plant operations by reading plant equipment gauges, dials, graphs, and other instrumentation; ensure that the waste treatment plant operates within regulatory requirements.

Performs treatment facility laboratory testing and analysis to ensure that the waste treatment plant operates within regulatory requirements.

Maintains appropriate, accurate, and legible written and electronic records in compliance with the Water Pollution Control Facility (WPCF) permit, regulatory compliance programs and City maintenance programs.

Supports the operation and utilization of Asset Management for planning, scheduling, and documenting work activities of field staff with respect to priorities identified by the Asset Management Plan.

Assists with asset management plan development, supporting the identification of asset inventory and condition, calculating business risk evaluations, determining asset net present value and life cycle costs, and developing alternatives for cost-effective operation and maintenance and long-term investment.

Supports condition assessment of existing assets to improve and enhance capital improvement planning and budgeting.

This position is part of a shift rotation that includes emergency call-outs during weekends, evenings, and holidays. Additionally, the position requires working weekend shifts as part of the regular schedule.

Performs and supports building and grounds cleaning and maintenance.

Works with supervisor and coordinator to formulate work plans and participate in the development of goals and objectives for wastewater treatment operation activities; gather and analyze data; support the develop of treatment facility reports.

Operates and maintains the Wastewater Division equipment, tools, and vehicles in a safe, efficient, and effective manner.

Operates motor vehicles and equipment routinely.

Supports technical direction and training to employees involved in the operation and control of wastewater through the treatment plant.

Assist manager and coordinator in planning and overseeing the operation of various maintenance and

construction projects.

Conducts tours of the facilities for the public.

Works under the policies and procedures of the City and performs duties in a safe manner in accordance with the established safety policies.

Performs other duties as assigned within the Wastewater Division and/or the Public Works Department.

May attend meetings and serve on various committees.

Qualifications

JOB QUALIFICATION REQUIREMENTS

Mandatory Requirements

High school diploma, or GED equivalent, and a minimum of three (3) years of verifiable work experience in wastewater treatment, regulatory compliance and/or environmental analysis; or any equivalent combination of education and experience which demonstrates the ability to perform the above duties and meet the Oregon Department of Environmental Quality Treatment System Operator Grade II license requirements.

Necessary Knowledge, Skills, & Abilities

Process Control and Maintenance: Demonstrate in-depth knowledge and practical skills in operating, maintaining, and optimizing wastewater treatment processes. Proficient in using computer systems for process control, including word processing, spreadsheets, and specialized control software.

Chemical Analysis and Laboratory Procedures: Proficient in advanced chemical analysis, including both qualitative and quantitative methods. Knowledgeable about biological hazards associated with laboratory work. Skilled in operating laboratory equipment and using appropriate techniques for sample collection, preservation, and preparation.

Equipment and Vehicle Operation: Safely operate automobiles, pickup trucks, heavy trucks, and various equipment and tools in compliance with applicable laws, regulations, and safety standards.

Communication and Teamwork: Capable of following written and oral instructions, working independently or collaboratively within a team, and establishing effective working relationships with colleagues, supervisors, industrial users, and the public.

Special Requirements/Licenses

The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver's license.

Possession of, or ability to obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment. Must have a safe driving record.

Possession of a current Oregon Department of Environmental Quality Wastewater Treatment Grade II license or ability to obtain through reciprocity at the time of hire.

Possession of, or ability to obtain, any certifications or licenses required by City, State or Federal agencies to work in the position assigned.

Desirable Requirements

For desirable requirements to be considered, one must have met the minimum requirements noted above:

Education

Three (3) or more years of post-high school education, accumulation of academic credits documented on transcripts in the fields of engineering, chemistry, water/wastewater technology, physical, biological, or applied sciences, mathematics, or operation management.

Work Experience

Eight (8) or more years verifiable work experience or training in one of the following fields or related fields:

  • Collection system operation and maintenance
  • Stormwater system operation and maintenance
  • Water treatment or distribution system operation and maintenance
  • Wastewater treatment system operation and maintenance
  • Industrial, Pre-treatment, septic system maintenance, water testing laboratory, or storm water management

Licenses

Oregon Department of Environmental Quality Treatment System Operator Grade III license or IV.

Current Oregon CDL license.

PERSONAL PROTECTIVE EQUIPTMENT
