The City of Redmond Public Works Department is hiring a Capital Projects Supervisor to lead the programmatic and small capital projects team. This role focuses on enhancing the efficiency of capital project delivery, overseeing projects like pavement preservation, sidewalk rehabilitation, traffic safety improvements, and accessibility upgrades.
The Supervisor will guide project scoping, estimating, and manage projects from development through to construction and close-out. Reporting to the Capital Projects Division Manager, the ideal candidate will have experience managing public infrastructure projects, with knowledge of various project delivery methods a plus.
As Supervisor, you will lead and develop a team of project managers, fostering their growth and providing training. Success in this role requires strong leadership, excellent communication, and effective time management.
ROLE & RESPONSIBILITIES
- Oversees large and complex capital construction projects, utilizing a variety of functions including scoping, scheduling, budgeting and contract management, from project inception through internal review and Council adoption, ensuring project requirements and objectives are met.
- Reviews project plans and specifications, ensures that project designs are in compliance with state, federal and City laws, codes, ordinances and regulations.
- Develops scope of work and requests for proposals (RFP), selects consultants, finalizes contracts, reviews work product, monitors budget and schedules, provides technical assistance to contractors, and approves final work product for a wide range of projects.
- Manages section budget and has authority to commit staff resources.
- Ensures conformity and quality assurance of complete project documents, engineering projects, programs or systems.
- Develops alternative methods of detailed analysis based on sound professional judgment, addresses complex problems and determines applicability and adequacy of methods.
- Participates in regional management groups, on committees or boards and commissions; serves as liaison between City and other jurisdictions and agencies, contractors, property owners and general public. Responds to inquiries from elected officials and City leadership as needed.
- Supervises staff of engineers, technicians, inspectors and other professional and technical staff within department division.
- Assists with hiring processes, training and professional development opportunities, performance reviews and feedback for staff.
- Establishes work procedures, processes and policies for best practices, operational efficiency and administration compliance.
- Monitors changes in laws, regulations and technology relevant to departmental operations; implements policy and procedural changes as needed.
QUALIFICATIONS
Education and experience:
- Bachelor of Science degree in civil engineering or related field from an accredited college or university;
- Experience with regulatory process, policy development and compliance;
- Seven (7) years engineering experience which includes three (3) years of project administration and management responsibilities. Demonstrated ability to manage high profile projects or programs preferred;
- Two (2) years of supervisory or managerial experience with demonstrated progressively responsible leadership experience, or demonstrated leadership experience or team lead experience;
- Any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
Licenses and certificates:
- Professional Engineer’s License preferred.
- Valid Washington State driver’s license

Additionally, new hires relocating to the area are required to have Washington State residency within 30 days of their start date to comply with payroll tax purposes.
