The City of Reedley is recruiting for one (1) Water System Specialist II position in the Public Works Department, Water Division

The mission of the Public Works Department is to continually provide effective and efficient essential services to the public. The Water Division's part in this mission is the operation and maintenance of the City's municipal water wells, over 98 miles of water distribution pipeline, 835 fire hydrants, over 6,000 water meters, three (3) water treatment facilities, fourteen (14) Granulated Activated Carbon (GAC) filters and three (3) water storage towers, the City's cross-connection control program, Underground Service Alert (USA) marking for wastewater, storm drain, and water infrastructure in addition to water quality control monitoring.

The ideal candidate for this position will :

This position is in the Public Works Department, Water Division and works under the immediate supervision of the Water System Supervisor or assigned designee. This position is in the General Services Bargaining Unit (GSU) and subject to the terms and conditions of employment as specified in the GSU Memorandum of Understanding (MOU) and the City's Personnel Policies & Procedures Manual. DEFINITION

Under direction, to perform a variety of skilled and semi-skilled work involved in the construction, repair, maintenance, and alteration of buildings, facilities, water distribution pipes, water well pumps, motors, controls, and chlorination equipment.

DISTINGUISHING CHARACTERISTICS

Water Systems Specialist I - This is the entry level journey person class in the Water Systems Specialist series for employees who possess a Water Treatment Operator Grade T1 Certificate and Water Distribution Operator Grade D1 Certificate issued by the California State Water Resources Control Board (SWRCB). Incumbents work under the immediate supervision of the Water Systems Supervisor and perform most operation work. Employees in this class may be eligible for promotion to Water Systems Specialist II upon obtaining a Water Treatment Operator Grade T2 and Water Distribution Operator Grade D2 Certificate issued by the SWRCB.

Water Systems Specialist II - Positions in this class are flexibly staffed and are normally filled by advancement from the Water Systems Specialist I class, or when filled from the outside require prior water operations experience. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. A Water Systems Specialist II works under general supervision and is expected to perform the entire range of water operation work. Work in this class is distinguished from that of the Water Systems Specialist I class by the greater complexity of the work, by the greater independence with which an incumbent is expected to operate, and the required possession of a Water Distribution Operator Grade D2 Certification and Treatment Operator Grade T2 Certification issued by the SWRCB.

Water Systems Specialist II

May exercise functional and technical supervision over lower level maintenance staff.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

  • Install, maintain, repair, calibrate, and test a wide variety of pneumatic and electronic recording, indicating, measuring, controlling, and test instruments including pressure regulators and gauges and chemical feeder controllers.
  • Operate and maintain chlorination equipment including leak detection, changing chlorinator pumps, and adjusting feed rates in accordance with chlorine residual test results.
  • Establish and perform preventive maintenance, inspections of all metering control instruments, recorders, and mechanical instrumentation equipment; check pumps and motors for vibration; check water tanks and pumps for leaks and wear; clean, lubricate, calibrate, and adjust such equipment as conditions indicate.
  • Collect water samples; test water for chlorine residuals.
  • Maintain records of water pressure and water flow readings; monitor air level of surge tanks; adjust as necessary.
  • Operate a variety of vehicles, tools, and equipment including cement saws, trucks, backhoes, trenchers, compressors, forklifts, pipe tapping devices, electronic pipe detectors, electronic leak detectors, and various hand tools required for carpentry, plumbing, concrete, asphalt, landscaping, and maintenance duties.
  • Respond to all work-order requests in a timely and courteous manner, clearly document actions performed, and resolution of work-orders.
  • Evaluate leaks, excavate ground (by hand or mechanical means), participate in repairs and site restoration.
  • Perform safety and service inspections of assigned trucks and equipment; steam clean, wash, and fuel equipment; assist in lubrication and maintenance of equipment.
  • Maintain computerized records and logs; complete reports as necessary.
  • Read and interpret sketches, diagrams, and blueprints.
  • Research, delineate, and mark Underground Service Alerts (USA's) for City utilities including, water, sewer, and storm drain locations.
  • Install, maintain, and read meters.
  • Shut off and turn on water services due to non-payment or repair.
  • Assist in all general maintenance activities as required.
  • Load and unload supplies; lift and move heavy equipment.
  • Assist in the training of less experienced maintenance personnel.
  • Assist in the installation of many different types of water connections including but not limited to : mechanical joints, flanged joints, solvent weld and flared joints, ring tight joints, etc.
  • Break up concrete or asphalt, build and set forms, mix and place concrete for curbs, gutters, and sidewalks associated with water pipe repairs or water system issues.
  • Remove and restore asphalt streets as needed.
  • Install shoring materials in excavated areas.
  • Paint, weed, and maintain city well sites as needed.
  • Assist Water Division personnel as needed.
  • Place traffic control and warning signs; serve as flagman, set up and take down traffic cones, barricades, and lights.

  • Long-Term Disability : The City pays 100% of the long-term disability premium.
  • Safety Boots / Shoes : Up to $225 voucher or reimbursement for employees to purchase at least one pair of approved safety boots / shoes each year.
