Primary Purpose

To ensure enforcement of municipal ordinances, specifications, and codes pertaining to certain aspects of the regulations of infrastructure construction. Responsible for the interpretation of accepted engineering plans for the purpose of inspecting the installation of public infrastructure.  Conducts plan and permit reviews, materials testing, and plan interpretation for contractors and field staff during construction.


Supervision 

Under direct supervision of the Project Manager, and general supervision of the BUILDS Administrator.


  1. Perform on-site inspections of residential and commercial public infrastructure installation and enforces all aspects of applicable building and zoning codes and ordinances.
  2. Read and interprets construction plans, sketches, maps, surveys, and legal descriptions.
  3. Inspect pre and post construction erosion and sediment control measures.
  4. Issue citations related to violations of the construction specifications, ordinances, and related regulations.
  5. Assists the BUILDS Department in enforcement of related zoning violations and design standards.
  6. Serves on the City’s Technical Review Team to provide updates on building and construction projects as well as assists in the review of development and infrastructure projects.
  7. Proposes revisions to the City ordinances, specifications and codes.
  8. Maintains, updates, and creates new construction guidelines based on current adopted codes and ordinances, to provide to builders, contractors, and the public.
  9. Acts as a liaison for the City with builders, developers, contractors, engineers, utility companies, and the general public during all phases of construction.
  10. Deals effectively and courteously with fellow employees and the public.
  11. Performs other duties as assigned.

 

Important Duties 

  1. Attends in-service training sessions or other training sessions deemed appropriate by supervisor or department head.
  2. Maintains a neat and orderly work area.


Education & Experience

Must have a minimum of two (2) years of experience in building and/or construction inspection or closely related field. Education from an accredited college is desirable. Experience must be commensurate with current inspection vacancy assignment.

 

Knowledge, Skills & Abilities

Must be familiar with relevant building regulation and codes (IBC, IRC, etc..) and all other regulations pertaining to job; Must have working knowledge of modern construction techniques and ability to read and interpret construction drawings; Must be able to maintain records and prepare reports and perform the essential functions of the job; Must be able to effectively communicate through written and verbal skills; Must have good time management skills; Must have good cognitive and analytical skills and be able to handle stressful situations; Must be able to quickly assess or judge situations; Must be able to make decisions under pressure in areas of responsibility.

Special Requirements

  • Must possess a valid Missouri State Driver’s License.

 

Miscellaneous Requirements

  • May be required to work a variety of shifts including nights, weekends, or holidays.
  • Subject to emergency call-in, must be dependable due to the small size of the work force.
  • May be subject to random substance abuse testing.

 

Physical Demands

Performs bending, squatting, climbing; Must be able to reach, hold and grip; Must possess the manual dexterity to use a computer; Must be able to walk, sit or stand for prolonged period.

 

Work Environment 

Works in a general office environment with regulated heating and cooling and outdoor environment on inspections; May be exposed to extreme weather, dust or pollen, toxic fumes, chemicals or smoke, contagious diseases, electrical or mechanical hazards and extreme noise; Some work conditions may have poor ventilation and no natural lighting; May work in confined places and awkward positions.
