What are the responsibilities and job description for the Residential Inspector/Code Enforcement Officer position at City of Rhinelander?
POSITION SUMMARY
The Residential Inspector/Code Enforcement Officer is a non-union hourly position. The purpose of the position is to inspect new and existing residential projects, perform code enforcement duties as needed, enforce applicable codes and ordinances in the City of Rhinelander and assigned municipalities. This position interacts with landlords, tenants, homeowners, City officials and public agencies in a professional manner to ensure compliance of the City’s property maintenance code in accordance with adopted regulations.
PRINCIPAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
· Provides on-site inspections of residential building systems, including building, electrical HVAC, and plumbing systems for compliance with codes and regulations.
· Complete regular Residential Building Plan reviews.
· Review and sign permit applications.
· Identify and provide comments regarding residential construction plans that do not meet code compliance.
· Discuss plans with architects, engineers, contractors, and property owners.
· Provide information and assistance to the public, contractors, or other employees.
· Comply with the current City building code on all residential projects. (i.e. new construction, additions, alterations)
· Issue stop-work orders.
· Inspects properties following citizen complaints or through routine visits about the condition of the premises.
· Record and document all inspections conducted.
· Enforce mowing requirements as provided in Rhinelander Code of Ordinances/Title 3 - Public Services/Chapter 3.06 - Health and Sanitation /3.06.12.
· Prepares supporting documentation and develops reports.
· Creates, logs, and maintains all code enforcement records through the Department to meet retention requirements.
· Secures code compliance through education and enforcement which may include citation preparation, issuance, and legal testimony.
· Meets with homeowners, landlords and tenants to discuss concerns with code issues found and correction notices issued by the Code Enforcement Inspector as a result of inspection activity.
· Works in concert with the Police department and other city and county departments as needed.
· Attends meetings of municipal agencies as requested.
· Keep up to date on existing and new codes.
· Prepare records and reports of inspections performed covering conditions found, actions taken, as well as names of owners, builders, and addresses of inspections.
· Review plans and documents submitted for correcting noted code violations and issues permits.
· Investigate complaints of defective projects that are reported, notify responsible persons of defects, and issue instructions for corrections.
· Keep supervisor informed of all inspection activities.
· Cover the front desk during lunch break and cover leave time for the permits & planning administrator.
· Performs other duties as assigned as would typically be found within the position of Residential Inspector/Code Enforcement Officer.

REQUIRED MINIMUM QUALIFICATIONS
Education and Experience:
· High school degree or equivalent.
· UDC Construction Inspector; UDC HVAC Inspector.
· UDC Electrical Inspector & UDC Plumbing Inspector or obtain both certifications within 12 months of hire date.
· Wisconsin Commercial Building Inspector (Preferred)
· Valid State of Wisconsin Driver’s License.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
· Knowledge of city code and ordinances
· Knowledge and demonstratable experience with the International Property Maintenance Code (IPMC).
· Knowledge of principles and practices of building construction.
· Knowledge of building, electrical, plumbing, and mechanical codes.
· Ability to write effective corrective orders and communications.
· Ability to maintain accurate records.
· Ability to establish and maintain effective working relationships with industry, regulatory agencies, internal city operations and the public.
· Ability to read and interpret municipal rules, regulations, policies, procedures, and ordinances and apply them to specific cases.
· Ability to stay calm and handle stressful situations.
· Ability to carry out tasks with minimal supervision and be a proactive member of the team.
· Ability to communicate effectively verbally and in writing.
· Ability to use GIS, word processing software and internet programs in the performance of required duties.
· Ability and willingness to be assertive, persistent, and tactful.
PHYSICAL AND ENVIORNMENTAL FACTORS
· Ability to work in an office setting, using appropriate office equipment (computer, printer, telephone, cellphone, etc.)
· Ability to walk, sit, stand, bend, twist, stoop, push, pull, and lift and/or move up to 25 pounds.
· Ability to coordinate eyes, hands, feet, and limbs in performing skilled movements such as keyboard use.
· Ability to use hands to finger and handle objects or operate tools or controls, reach with hands or arms, climb ladders and stairs, and negotiate the terrain and obstacles on inspection sites.
· Ability to travel to various offices within City Hall and around the city to inspection sites.
· Ability to work outside in all types of weather.
