HOURS
8:00 a.m. – 4:30 p.m. Monday – Friday
NATURE OF WORK
Under supervision of the Assistant Finance Director, this position performs utility billing functions by maintaining current utility records, processing and verifying utility billing data, and responding to customer service requests. This position communicates frequently with the Utility Superintendent and/or Public Works, and provides customer contact and support, resolves complaints, and related work as assigned.
ESSENTIAL DUTIES
- Provides front-line customer service to residents, accepting payments and responding to customer inquiries and complaints regarding utility billings
- Processes utility billing payments by cash, check, electronic withdrawals and credit cards; verifies receipts; prepares deposits and handles insufficient checks and refunds.
- Manages the utility billing system process by maintaining customer utility account records, creating new accounts, and importing/exporting data between systems.
- Processes annual certifications on delinquent utility accounts.
- Responds to requests for information about utility charges for real estate closings, refinancings, or special assessments for utilities.
- Processes changes in property ownership and generates final billings.
- Performs all other duties as assigned.
COMPETENCIES
- General knowledge of customer billing terminology, principles, practices, methods, procedures, and systems used for billing and collecting amounts owed.
- Demonstrates skills to effectively use office equipment and CIS Infinity computer/software programs (e.g. Microsoft Office suite, CIS Infinity System, Invoice Cloud web-based software).
- Demonstrates interpersonal skills and the ability to effectively listen, speak, write, and interact in a courteous and customer-friendly manner.
- Demonstrates ability to organize and prioritize work, along with meeting deadlines.
- Demonstrates ability to maintain the confidentiality of sensitive information and maintain compliance with the Minnesota Data Practices Act, including exercising appropriate judgment in the release or presentation of information.
- Demonstrates ability to use initiative and work independently, while following policies and procedures.
- Demonstrates ability to understand and respect the diversity of customers and co-workers, effectively communicating with individuals whose first language may be one other than English.
MINIMUM QUALIFICATIONS
- High School Diploma or General Education Development Certificate (GED).
- General clerical experience, including customer service, data entry and experience with a personal computer using Microsoft Office programs.
PREFERRED QUALIFICATIONS
- Associates/Technical in Accounting or similar field.
- One year or more experience in municipal accounting, utility billing, or municipal utility support operations.
- Highly desire fluency in Spanish.

- Work regularly requires sitting, standing, listening and speaking.
- Specific vision abilities required include close vision and the ability to adjust focus.
- Ability to manipulate a keyboard for an extended period of time.
- Occasionally lift and/or move up to 25 pounds.
