Description

The City of Richmond, Department of Public Utilities, is seeking a qualified Program and Operations Manager for the Laboratory to manage the daily operations of the City of Richmond’s Water and Wastewater Laboratories ensuring the quality work and accuracy of testing performed. Additionally, the incumbent will supervise qualitive and quantitative analyses by the laboratory staff of various material associated with the operations of the processing facility.

Duties include but are not limited to

  • Managing the daily operations of the City of Richmond’s Water and Wastewater Laboratories ensuring the quality work and accuracy of testing performed.
  • Supervising qualitive and quantitative analyses by the laboratory staff of various material associated with the operations of the processing facility.
  • Approving the requisition of laboratory supplies, chemicals and equipment adhering to the City of Richmond and the Commonwealth of Virginia Procurement Guidelines.
  • Strategic Planning for the laboratory to include budget planning and monitoring.
  • Preparing and maintaining lab reports to comply with all government and laboratory regulations.
  • Communicating with other departments as needed to meet government regulations.
  • Developing and implementing testing procedures, and ensuring the accuracy and quality of test.
  • Collecting, analyzing and reporting on process data and interpreting data to help make decisions.
  • Analyzing equipment for precision.
  • Supervising and develop quality personnel and evaluate employee performance.

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in Chemistry, Biology, Microbiology, or a related field.
  • Six years of experience working in a laboratory setting.
  • Two years of supervisory experience
  • Knowledge of Environmental Chemistry
  • Familiarity with environmental monitoring and sampling techniques
  • Knowledge of budget preparations

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently finger; and occasionally climb, balance, stoop, kneel, crouch, reach, stand, walk, list, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
