About the Role
- Land use and zoning reviews
- Zoning interpretations and special projects
- Management and enforcement of the newly adopted Site Plan Ordinance

Supervision Exercised/Received:

Received: This classification typically reports to a manager or deputy director
Duties include but are not limited to
- Manages professional and technical personnel by instructing, assigning, reviewing, and planning the work of others, monitoring standards, coordinating activities, allocating resources, recommending promotions and salary increases as appropriate, interviewing, selecting, and hiring new employees, and providing employee training and development.
- Oversees department activities by assisting in preparing and maintaining the annual department budget, including projections, fiscal responsibilities, and resource management, establishing goals and objectives, identifying programs and projects, assisting in resolving problems and issues, and preparing reports.
- Manages the planning process by overseeing staff review, providing support to boards and commissions, coordinating the development review process for internal and external customers, overseeing special projects, assigning cases and inquiries to planners, identifying policy directions, and interpreting the zoning and subdivision regulations.
- Presents reports and acts as technical advisor to the Planning and Zoning Board, Zoning Board of Adjustment and Appeals, and/or the Historic Preservation Board. Presents to the City Commission, neighborhood, and community or civic groups.
- Confers with city officials, other governmental agencies, and private interests to identify solutions to planning issues and bring about resolutions that benefit the City, maintain community character, and promote economic development. Ensures ordinances are up to date by coordinating and revising development standards in the zoning and subdivision ordinances and presenting revised standards to boards, commissions, and City Council to implement new or revised standards to meet new regional, State, and Federal regulations.
- Performs administrative duties by conducting research, compiling staff reports and other case material for timely submission to the Council, overseeing addressing, permit review process, open records requests, and online GIS mapping projects/products.
- Responds to professional and citizen inquiries by responding to inquiries, providing information to developers, citizens, outside organizations, and other employees, meeting with public groups, making presentations, relaying technical information regarding zoning and development applications, and interpreting zoning, subdivision, and development ordinances.

- City rules, regulations, policies, and procedures with particular attention to codes and ordinances.

- Reading and understanding City, State and Federal rules and regulations.
- Creating, preparing, writing, and proofing reports, documents, and correspondence.
- Working effectively in a high-pressure environment with changing priorities.
- Effectively communicating in both oral and written format.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in Urban Planning or Studies, or Public Administration, or field related to assignment
- Five (5) years increasingly responsible experience in a city or municipal planning department or related field
- Two (2) years of administrative and supervisory experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
PREFERRED QUALIFICATIONS:
- 5 years of progressively responsible experience in city or municipal planning, urban design, environmental planning, or related fields, with 2 years in a senior leadership or supervisory role. Experience managing cross-functional teams and complex projects is essential.
- Strong knowledge of federal, state, and local planning regulations, financial management, and project management.
- Proven track record of leading large, diverse teams and driving results in a complex, fast-paced, and politically sensitive environment. Expertise in executive decision-making, strategic visioning, and organizational development.
- Exceptional communication skills, with the ability to present complex ideas and policies to a variety of stakeholders, including elected officials, senior leadership, and the public. Ability to negotiate and resolve high-stakes issues.
- Deep knowledge of urban planning, sustainable development, greenspace initiatives, zoning regulations, and city policy development. Familiarity with data-driven planning tools and systems.
- Proven ability to manage complex projects and lead cross-functional teams to achieve departmental goals.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- American Institute of Certified Planners (AICP) certification preferred.
- Certified Zoning Official preferred
