Description
Under the general supervision of the Community Engagement Manager, the Crew Supervisor oversees, implements, manages crew operations of the City of Richmond’s USDA-funded tree planting grant. This 5-year grant will provide Richmond with 1000 new trees to be planted city-wide. This grant also supports the reduction of impervious surfaces by creating new “tree lawns”. This position leads and oversees the daily operations of a maintenance crew assigned to increasing and maintaining the urban tree canopy. The Crew Supervisor also provides tree planting training and supervision to members of the department’s Workforce Development Program. The successful candidate should demonstrate management experience in an urban parks or other related settings, will have a clear understanding of tree biology and care, sustainability concepts, and can work with a diverse population.
About the Grant:
A coalition of Black- and Brown-Led Community-Based Organizations and the City of Richmond were awarded a $6 million Urban and Community Forestry Grant by the US Department of Agriculture. This five-year grant funds the development of an Urban Forest Master Plan, including a street tree inventory, urban tree canopy assessment, tree equity assessment, the planting and maintenance of 3,000 urban trees, engagement with local communities, certification of urban agriculture professionals, and the removal of invasive species within disadvantaged communities.
Duties include but are not limited to
- Oversees the implementation of the tree planting and maintenance plan, established by the grant narrative.
- Supervises the tree crew’s daily operations. Ensures maintenance and planting plans are executed to specification, safely and on time.
- Operates specialized equipment, tools and vehicles in the process of performing tree planting, maintenance, and sidewalk removal.
- Equipment used includes but is not limited to: Tracked skid steers, Backhoes, dump truck, mini-excavators, off-road vehicles.
- Tools used include but are not limited to: hand tools (Pulaski, mattocks, shovel, rake etc.) chainsaws, power tools.
- Trains crew members, workforce development participants, and other Parks maintenance staff to operate equipment, amend soil, and improve tree health, as established by outcomes in the grant narrative.
- Manages volunteer tree plantings and maintenance to provide productive, educational and rewarding experiences for the public.
- Educates public on established the objectives of the grant, and provides support to community inquiries.
- Maintains logs and inventories to track progress of planted trees and removed sidewalk.
- Other duties as assigned
** City of Richmond Department of Parks, Recreation and Community Facilities employees who work in this position are considered essential personnel and may be required to work beyond scheduled hours, during inclement weather, and during declared emergencies.**
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Requires Bachelor's degree or training equivalent to four years of college education in Parks and Recreation Management, Environmental Science, Tree care industry, landscaping or another related field.
- Experience managing volunteer groups required.
PREFERRED QUALIFICATIONS
- GIS experience preferred
- Must hold or acquire International Society of Arboriculture (ISA) Arborist Certification within first two years of assignment.
- Requires a valid Virginia Driver’s License.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

The essential duties of this classification may require the ability to regularly stand, walk, lift, finger, grasp, talk, see, hear, and use substantial repetitive motions of the wrists, hands, and fingers; frequently climb, balance, stoop, kneel, crouch, reach, push, pull, lift, feel; and occasionally crawl, push, and pull. The working conditions may include frequent exposure to hazardous physical conditions and hazardous materials; occasional exposure to atmospheric conditions, extreme temperatures, intense noise, travel outside the organization's location, and environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be medium work, exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
