The City of Richmond, Department of Public Utilities, is seeking a qualified Capital Projects Manager. The incumbent will be responsible for project planning, budgeting, cost estimating, and fiscal management. Additionally, the incumbent will be responsible for managing multiple design and construction projects with varying levels of complexity; managing multiple design Engineering firm contracts with varying schedules and deadlines; and communicating effectively with the ability to breakdown and explain technical information to non-technical audiences.

The employee is occasionally required to reach extending hands and arms in any direction, stand, walk, pull, lift, and grasp applying pressure to an object with the fingers or palm. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.

The incumbent will be responsible for project planning, budgeting, cost estimating, and fiscal management. Duties include but are not limited to
- Planning, management, and administration of Sanitary Sewer Capital Improvement Projects (CIP).
- Attending and managing public hearings; coordinating external requests for information; attending other departmental and/or community meetings, assisting with developing presentations and managing assigned projects from conception through project close-out.
- Investigating and mediating inspection-related disputes.
- Communicating both orally and in writing regularly with property owners, developers, attorneys, and engineers regarding Developer driven and CIP projects.
- Providing SME Reviews
- Attending other agency project meetings.
- Ensuring safe operation and code compliance within the work zone
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's Degree in engineering, architecture, construction management, or directly related field
- Four years of Project Management experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
- Two (2) years of experience reviewing site plans, design and construction of underground utilities;
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire

- State procurement methods, procedures, and requirements
- Project planning, programming, budgeting, cost estimating, and fiscal management
- Sanitary Sewer design, construction, and maintenance principles and practices
- Engineering economics for project fiscal tracking
- Sustainability design principles, including LEED
- Computer programs such as Microsoft Office Suite
- AutoCAD drafting and mapping software programs
- Organizing resources and establishing priorities
- Effective oral and written communication skills
- Technical writing
- Manage multiple construction projects with varying levels of complexity
- Provide training, guidance, and operational support to lower level staff
