Description

The City of Richmond, Department of Public Utilities, is seeking a qualified candidate to serve as the Deputy Department Director of Water under the direction of the Deputy Department Director, Senior. The incumbent will be responsible for assisting the Deputy Department Director, Senior in managing the day-to-day operations, management, and oversight all aspects of regulatory compliance related to water and wastewater operations.

Duties include but are not limited to

  • Supporting the management of daily operations for Water Operations.
  • Monitoring service delivery to ensure operational efficiency, reliability, and compliance with industry regulations.
  • Supervising maintenance, repair activities, and infrastructure development projects.
  • Ensuring compliance with federal, state, and local utility regulations.
  • Implementing safety protocols and ensuring environmental compliance.
  • Conducting audits and inspections to uphold operational standards.
  • Developing long-term strategies for infrastructure improvements and sustainability efforts.
  • Leading and supporting managers and staff within the utility department.
  • Contributing to the recruitment, training, and performance evaluation processes for employees.
  • Assisting with overseeing policies and regulatory requirements related to Water Operations, including responsibilities in the laboratory, pretreatment, water resources, and engineering.
  • Supporting long-term planning efforts and helps manage the City's integrated permit process.
  • Aids in analyzing compliance programs and reviewing analytical data to ensure regulatory adherence.
  • Providing support in offering strategic direction and guidance within the areas of responsibility.
  • Contributing to the planning, development, and implementation of goals, objectives, policies, and priorities related to the regulatory compliance of utilities.
  • Helping track and monitor proposed federal, state, and local regulations, policies, and guidelines that could impact utilities operations.
  • Assisting in establishing the strategic direction for the Division, ensuring alignment with overarching goals.

Qualifications, Special Certifications And Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's Degree in public administration or field directly related to assignment
  • Eight years of progressively responsible related experience that includes significant management and supervisory experience
  • Some departments may prefer a Master's Degree in a field directly related to the assignment
  • Some positions may have additional specialized requirements
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING, CERTIFICATIONS, And/or OTHER SPECIAL REQUIREMENTS

  • Some departments and positions may require or prefer licenses or certifications in area of focus.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly finger, talk, hear, see, and perform repetitive motions; frequently reach, stand, walk, and grasp; and occasionally climb, balance, stoop, kneel, crouch, crawl, push, pull, feel, and lift. The working conditions may not include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
