Description

The City of Richmond Department of Public Utilities is seeking a qualified candidate to provide technical engineering support and permitting support for a variety of public services construction and private development projects. Incumbents oversee and supervise engineering field activities and perform the most advanced work of those supervised. Work may include: creating drawings and documents; performing calculations; preparing and coordinating permits, preparing surveying reports and legal documents and plans; supervising the preparation and correction of topographic mapping; reviewing plans to ensure accuracy; representing the area of assigned responsibility at staff and public meetings; assisting in developing policies and procedures; researching and interpreting documents such as deeds, topographic maps, field notes, survey plats, and engineering plans; and ensuring safety policies and procedures are implemented.

This position plays a crucial role in supporting engineering projects and maintaining safety and accuracy in all operations.

Duties include but are not limited to

  • Oversees and supervises engineering field activities, such as the preparation and correction of topographic mapping; reviews plan to ensure accuracy. Performs the most advanced work of subordinate.
  • Prepare documentation, plans and coordinating permits for organizations like VDOT, CSX, Norfolk Southern, DPW and other stakeholders.
  • Designs MOT plans
  • Creates drawings and documents
  • Prepares survey reports, legal documents, and plans.
  • Performing engineering activities relative to the design, operation and maintenance of company pipeline and related natural gas facilities.
  • Represents area of assigned responsibility at staff and public meetings. Assists in the development of policies and procedures. Ensures safety policies and procedures are implemented.
  • Maintains logs/records and permits; tracks systems and specialized databases and enters data. Review, prepare, and maintain project status/technical reports, permit applications, inspections, and other documents.
  • Researches and interprets documents such as deeds, topographic maps, field notes, survey plots, and engineering plans.
  • Supervises paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
  • Meets with project coordinators, consulting engineering documents, resolutions, and ordinances.

Qualifications, Special Certifications And Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Associate degree in engineering or five years related experience.
  • Five years of paraprofessional engineering experience in area of assignment which includes experience at the senior technician, specialist, or lead level.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

LICENSING, CERTIFICATIONS, And/or OTHER SPECIAL REQUIREMENTS

  • Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.

Knowledge, Skills, And Abilities

  • Familiarity with the process for obtaining various permits (e.g., building permits, environmental permits) and the required documentation and approvals.
  • Familiarity with the process for obtaining various permits (e.g. VDOT Permits, CSX Permits, Norfolk Southern Permits, WISP permits) and the required documentation and approvals.
  • Site, Roadway, and Utility Design Standards
  • Federal and state laws for project implementation
  • Basic knowledge and familiarity with industrial networking
  • Natural gas
  • Components of natural gas distribution such as meters, regulators, gate stations, etc.
  • City bridge and road standards, VDOT design standards

Skills (some Combination Of The Following)

  • Computer proficiency in Microsoft Office Suite
  • Reading and interpreting GIS maps and AutoCAD plans.
  • Technical writing
  • Oral and written communication
  • Supervising
  • Performing mathematical computations
  • Computing collected survey data and producing a finished, useable product.
  • Computing City baseline maps and using that information to re-establish City right-of-way corners and lines.
  • Reviewing, interpreting, and calculating engineering and survey plans

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to walk; and frequently required to kneel, crouch, stand, talk, hear, and see. The employee is occasionally required to balance, stoop, reach extending hands and arms in any direction, lift, finger (pick, pinch, type or otherwise work primarily with fingers), grasp applying pressure to an object with the fingers or palm, feel and use substantial repetitive motions of the wrists, hands, and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be medium work, exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
