The Department of Neighborhood and Community Services is seeking a highly skilled and strategic leader to serve as the Manager of the Office of Homeless Services. This role is pivotal in shaping and driving the City of Richmond’s efforts to mitigate homelessness through policy development, strategic leadership, and cross-sector collaboration.
The Manager will be responsible for refining and executing the City of Richmond’s Strategic Plan to Mitigate Homelessness (2020-2030) and implementing innovative, evidence-based strategies to reduce and prevent homelessness. This role requires a visionary leader who can align policy, funding, and partnerships to create sustainable solutions that improve outcomes for individuals and families experiencing housing instability.
The Manager of the Office of Homeless Services will work across City Departments and in close coordination with homeless services providers, community stakeholders, and regional and state partners.
This position reports to the Director of the Department of Neighborhood and Community Services.

Duties include but are not limited to
- Provide executive leadership for the Office of Homeless Services, ensuring high-performance management, staff development, and alignment with City and regional goals.
- Lead and oversee the refinement and implementation of the City of Richmond’s Strategic Plan to Mitigate Homelessness, integrating best practices and innovation.
- Oversee and enhance the Office of Homeless Services Community Resource and Training Center, ensuring it serves as a hub for capacity building, outreach, and service coordination.
- Represent the City of Richmond on the Greater Richmond Continuum of Care Board of Directors and other regional homelessness policy forums.
- Manage and optimize contracts for family shelters, inclement weather shelters, and emergency housing initiatives.
- Advise City leadership on emerging trends, policy changes, and legislative advocacy related to homelessness and housing instability.
- Develop and execute a comprehensive public engagement strategy to destigmatize homelessness and increase community awareness of available resources.
- Establish metrics-driven evaluation methods to measure program impact and ensure continuous improvement.
- Strengthen cross-agency and regional collaboration to develop a coordinated homelessness response system that leverages federal, state, and local resources.
Qualifications, Special Certifications and Licenses
We are seeking a dynamic, mission-driven professional who can drive policy, programs, and partnerships that transform Richmond’s approach to homelessness mitigation.
- Demonstrated Leadership: Proven ability to build and lead teams, manage complex projects, and drive systemic change in homelessness services or related fields.
- Strategic Vision & Innovation: Experience in developing and scaling data-driven, innovative strategies to mitigate homelessness.
- Exceptional Collaboration & Relationship-Building: Ability to work across government, nonprofit, and private sectors to develop aligned, community-driven solutions.
- Strong Policy & Program Knowledge: Deep understanding of homelessness, housing-first models, and regional/national best practices in service delivery.
- Financial & Contract Oversight: Experience in grant management, funding strategy, and contract administration for housing and shelter programs.
- Advocacy & Public Engagement: Ability to serve as a public-facing subject matter expert, effectively communicating with media, elected officials, and community stakeholders.
- Data-Driven Decision Making: Track record of using metrics, research, and performance evaluations to drive policy and funding decisions.
The ideal candidate will possess the following:
- A deep understanding of the issues surrounding homelessness, including the causes, impacts, and effective interventions
- Knowledge of local, state, and federal policies related to homelessness
- Knowledge of the Greater Richmond Continuum of Care and the regional coordinated entry system
- Knowledge of emerging housing solutions to address homelessness
- Master’s Degree strongly preferred in Social Work, Public Administration, Urban Planning, Human Services, or a related field (Bachelor’s required).
- At least 5 years of experience managing and supervising a team
- At least 5 years of experience in homelessness services, housing programs, human services, or social impact initiatives.
- Proven success in leading multi-agency collaborations, funding strategy, and public policy efforts.
