The City of Richmond-Department of Justice Services is seeking a qualified individual with experience to fill the position of Program and Operations Supervisor for juvenile community-based services to include prevention/intervention, clinical treatment services, community services, youth court, family-based interventions and other evidence-based services to be developed.   The goal is to enhance public safety by reducing juvenile delinquency and strengthening families. 
  
  
The successful candidate will be responsible for managing the day-to-day operation of the Juvenile Programs Division.  The incumbent works closely with local court services unit personnel, judges, commonwealth's attorney, public/defense counsel, detention administrator, social services, school representatives, parents and other stakeholders involved in the well-being of youth; ensuring appropriate supervision and follow-up on program compliance; and work is performed independently with general supervision from the Deputy Director of Justice Services.

  • Developing and implementing daily operational policy and procedures to ensure effective delivery of services
  • Developing and managing program goals, performance targets, and budgets.
  • Preparing monthly, quarterly and annual program progress and financial reports
  • Conducting research and data analysis as needed for program planning and outcome performances
  • Problem-solving formally and informally with other agency personnel of all levels to ensure effective and efficient systems are in place
  • Serving as a liaison to the Richmond Detention Center, Virginia Department of Juvenile Justice, courts and other local stakeholders and partners. 
  • Representing the Department at stakeholder meetings
  • Monitoring the implementation of evidence-based practices in a criminal justice setting
  • Providing direct supervision over unit supervisors
  • Completing staff performance evaluations
  • Coordinating staff training and professional development
  • Drafting of bi-annual community crime control plan
  • Preparing annual crime control evaluation report
  • Performing other related work as assigned



This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather. 


This individual may be required to work nights, weekends, holidays or on-call, as needed.



KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of computer programs such as Microsoft Office Suite; accounting, budgeting, accounts payable/receivable; grant management; cultural development; data analysis; data management; electronic databases and related software applications (such as RAPIDS/CORERP) financial systems; federal regulations pertaining to assigned area; general knowledge of the laws and legal procedures related to focus area; implementation of Evidence Based Programs; permit and plan review, processes, and procedures; project management; Rule Based Applications and Virginia Juvenile Community Crime Control Act.  Demonstrated skill in communicating and coordinating with various internal and external departments; creating and implementing policies and procedures; gathering and interpreting data routinely; interpreting and applying federal regulations for programs; managing contracts, projects, data, reports, etc.; overseeing daily accounting and procurement functions; overseeing the financial and operational aspects of programs of focus; setting timetables, achieving milestones and tracking progress, and taking corrective actions; supervising including conducting performance evaluations, mentoring, etc.; understanding program's intent and application and writing procedures.  Proven ability to be organized, detail-oriented and excellence in oral and written communication.


MINIMUM TRAINING AND EXPERIENCE:
 

  • Bachelor's degree in business or public administration, or field related to assignment
  • A Master's degree in business, public administration, or field directly related to assignment may be preferred
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification


PREFERRED TRAINING AND EXPERIENCE:
 

  • Advanced degree in the administration of justice, public administration, or human services
  • Demonstrated knowledge of the crime control balanced approach philosophy
  • Demonstrated experience implementing correctional evidence-based practices in a community setting
  • Extensive knowledge of local Richmond community resources and human services network
  • Five (5) or more years of experience supervising employees
  • Strong communication skills at multiple levels of government

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; and occasionally climb, stoop, crouch, reach, stand, walk, push, pull, lift, finger, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
