The City of Richmond, Department of Public Utilities, is seeking a qualified Program & Operations Supervisor, SeniorThe incumbent will oversee multiple natural gas distribution construction crews and ensure the effective execution of projects within the Richmond Gas Works operating territory. This position is responsible for managing the financial and operational aspects of the program, providing leadership, and ensuring compliance with safety regulations, policies, and industry best practices. The incumbent will supervise employees at multiple levels, manage contracts, oversee procurement and budgeting, and serve as a key liaison between internal and external stakeholders.

  • Supervise and oversee multiple natural gas distribution construction crews, ensuring projects are completed efficiently, safely, and in compliance with Richmond Gas Works standards and all other federal, state, and local codes.
  • Provide second-level supervision, overseeing operational staff and support-level staff.
  • Set program goals, objectives, and performance standards while monitoring progress and implementing necessary adjustments.
  • Manage financial and operational aspects of assigned projects to ensure projects are completed on time and on budget.
  • Coordinate with clients, community representatives, external agencies, and peers to ensure seamless project execution.
  • Oversee maintenance of equipment and materials to support construction operations.
  • Participate in special projects, process improvement initiatives, and policy updates.
  • Manage contracts, financial performance data, and reporting requirements.
  • Conduct employee performance evaluations, provide training, and implement hiring, discipline, and termination procedures.

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in Construction Management, Engineering, or a related field.
  • Five years of journey-level professional experience in area related to assignment
  • A Master's degree in business, public administration, or field directly related to assignment may be preferred
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS:
  • Ten years of progressive experience in natural gas construction or utility management, 
  • Experience in managing large-scale construction projects, particularly in natural gas distribution.
  • Strong understanding of regulatory compliance, safety procedures, and industry standards.
  • Proven leadership abilities in supervising and managing diverse teams.
  • Strong budgeting, financial analysis, and contract management skills.
  • Ability to coordinate effectively with internal departments, vendors, and regulatory agencies.


LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.

ENVIRONMENTAL HAZARDS: Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; and occasionally climb, stoop, crouch, reach, stand, walk, push, pull, lift, finger, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.

Salary : $80,282 - $133,016
