The City of Richmond is seeking a highly motivated and experienced Technology Team Lead to join our Information Technology (IT) department, who will perform project management duties. This individual will play a key leadership role in overseeing and guiding a dynamic team responsible for implementing and supporting innovative IT solutions across various city services. The ideal candidate will possess both strong technical skills and the ability to manage and mentor a diverse team.
- Define and maintain standards for IT project management within the organization, creating necessary forms and help documentation as needed
- Lead the department to organizational excellence in the discipline of project management
- Develop metrics and benchmarks for IT project management
- Provide support and consultation for IT project managers across the organization
- Lead project initiation process for the department
- Provide reports as requested regarding status of all projects within the department
- Perform the role of project manager on individual projects as necessary
KNOWLEDGE, SKILLS, AND ABILITIES:
KNOWLEDGE:- Considerable knowledge of architecture, concepts, terminology, and operational principles of area of focus

MINIMUM TRAINING AND EXPERIENCE:
- Completion of the core curriculum for a Bachelor or Associate level major in computer science or related field
- Bachelor's degree in computer science is preferred
- Four years of journey-level professional systems development experience
- One year of lead or supervisory experience
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED TRAINING AND EXPERIENCE:
- Computer Systems Development (5 years): in a business/government environment.
- Systems Development Life Cycle (SDLC): Waterfall methodology preferred
- Business Process Analysis (4 years): experience analyzing business processes and documenting requirements
- Project Management (5 years): experience managing technical projects
- Supervisory experience (3 years)
- Training and education: (A) a completion of a Baccalaureate degree with a major in Computer Science, Mathematics, Business Administration or a related field or (B) a combination of no less than six years of relevant training and experience in information technology to the satisfaction of the agency head.
- One year of lead or supervisory experience in network centered role
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
- Local Government Experience (2 years)
