Job Summary:
This is a highly responsible professional position that includes administrative and managerial work related to planning, organizing, and directing the activities of Community Development. The Director of Community Development is a management employee and shall have the responsibilities as stated below.
The Director of Community Development is responsible for the Zoning Board of Appeals (ZBA), and the Planning Commission the Director is also responsible for managing the permit office, the city planner the zoning administrator and GIS. The Director shall make recommendations to the Mayor and City Council related to businesses, development, and planning.
Major Duties:
- Develops, maintains, and updates the Community Development Department's long- and short-range development goals.
- Develops and coordinates economic development strategies and activities and creates promotional materials.
- Enforces the Zoning and Building Codes and introduces amendments as needed.
- Creates and maintains an inventory of vacancies in commercial and industrial properties in the community and develops strategies to decrease vacancies within the City.
- Works with private businesses and public agencies to enhance the economic viability within the community.
- Comply with all City Policies, Protocols, and Procedures.
- Perform other duties as assigned.
Qualifications
Minimum Qualifications: Candidates must have a Bachelor's degree, Master's Degree preferred, from an accredited College or University in Community Development, Planning, Public Administration, or related fields. At least five years' experience in a progressively responsible position, with at least two years of community Development experience.

Knowledge Required by the Position: • A thorough knowledge of Community Development and planning strategies. • Extensive knowledge of community growth issues. • Working knowledge of computers and computer technology. • Extensive knowledge of local, state, and federal programs available for the furtherance of Community Development objectives. • Ability to establish and maintain effective working relationships with various boards and commissions, community groups, City departments, and the business community • Knowledge of administrative practices and principles including goal setting, program budget development and implementation. • Knowledge of general office procedures, policies, and equipment. Ability Required by the Position: • Ability to apply sound administrative and fiscal practices. • Ability to write clear, comprehensive explanatory texts to accompany reports. • Ability to communicate clearly and effectively, both orally and in writing. • Ability to supervise the work of department staff including, coordinating, assigning, monitoring, and evaluating work; hiring, training, counseling, disciplining staff. • Ability to establish and maintain effective working relationships with staff, City employees, City officials and the general public. • Ability to resolve complex problems that require the evaluation of alternative methods or solutions. • Ability to perform or supervise the performance of a variety of projects, receive unexpected top priority assignments and solve interpersonal or procedural problems simultaneously amidst frequent interruptions. • Ability to deal tactfully and courteously with the general public and sometimes difficult and trying circumstances (customer service). • Ability to work accurately with detailed records and complex information. • Ability to work independently.
