Under the direction of the Public Works Director, the Operations Analyst position gathers data from multiple sources and analyzes and interprets data to recommend decisions. The position implements a wide variety of projects, services, and activities. Example of Duties
- Configure and maintain refuse parcel designation, stormwater parcel designation, and associated billing data within financial billing software (VIP) to enable automated invoicing, accurate payment processing, and data analysis.
- Must thoroughly understand and apply the City’s ordinances, rules and regulations, and other applicable policies, ensuring all charges and fees are calculated and invoiced appropriately.
- Deliver excellent customer service to residential and business customers, personally responding to inquiries and complaints from the public. Must have the ability to educate customers on how the bill was calculated.
- Routinely manage and update public works asset (i.e. streets, playground structures, ROW, manholes, signs, traffic signals, fleet) inventory database for input into GIS (by contractor).
- Input asset preventative maintenance schedules, tasks, and asset conditions into work order management software (IWorqs).
- Organize and maintain paper and electronic records for the department, ensuring they are up-to-date and accessible.
- Collect, interpret, and analyze complex data using statistical methods. Analyze, retrieve, and manipulate data from various databases. Produce reports and dashboards that provide insights into department decision-making.
- Evaluate and support the implementation of new technology solutions, ensuring that data quality and consistency are maintained across platforms. Produce training guides and work alongside front-end users to successfully use various city software systems.
- Conduct field investigations for various programs, projects, and assessments and audit field data for accuracy and compliance with permits, codes, and regulations.
- Oversee financial activities related to public works, ensuring that financial, procurement, and budgeting practices are consistent, accurate, and compliant with applicable policies.
- Analyze asset and financial data to develop multi-year capital plans.
- Track various components of capital projects, including budget, scope, grants, state and federal requirements, schedule, communication, and outreach.
- Possess a blend of technical expertise and interpersonal skills to lead special projects as assigned.
- Bachelor’s degree in finance, business management, public administration, environmental science, construction management, or a closely related field.
- Experience in utility billing, public works administration, or asset management, with a strong understanding of stormwater, solid waste, or related infrastructure systems.
- Strong project management skills, with the ability to manage multiple priorities and deliver projects on time.
- Proficiency with financial software, utility billing software, asset management software, or work order management systems (such as IWorqs) is a plus.
