The City of Roanoke is seeking a Code Compliance Inspector I to inspect existing structures for compliance with minimum building maintenance standards.  Job responsibilities include but are not limited to enforcing the City's rental Certificate of Compliance program, the City zoning code, the inoperable vehicle ordinance, the weed and trash ordinance and other City codes; receiving, evaluating and, investigating complaints relating to the above codes and canvasses for code violations, issuing orders and/or citations as needed; and tracking cases on computer database to assure timely compliance. The successful candidate will also summons non-compliant violators and testify in court and provide information at neighborhood meetings and works with other City departments and public service agencies.

Requires High School diploma or general education degree (GED) plus three to five years related experience or training in building construction or appraisal of residential and complex commercial/industrial properties; or an equivalent combination of education and experience. Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia. Must obtain Virginia Certification as a Building Maintenance Inspector issued by the Commonwealth of Virginia Department of Housing and Community Development within 12 months of employment.

This is a non-exempt position.SUMMARY 

Inspects for building maintenance of existing structures and for the City's Rental Certificate of Compliance Program. Enforces compliance with zoning code, inoperable motor vehicle, weed and trash and graffiti ordinances and other codes enforced by the division.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Canvasses for City building maintenance, zoning, inoperable motor vehicle, weed and trash, graffiti and other City Code violations.

Receives, evaluates, investigates complaints and issues orders and/or citations for building maintenance, zoning, inoperable motor vehicle, weed and trash, graffiti and other City Code violations.

Inspects existing buildings to bring into compliance with regulations, especially Part III of the Uniform Statewide Building Code.

Issues Certificates of Compliance through the Rental Inspection Program.

Notifies violators of code violations by issuing warnings, stop work orders or orders for repairs or abatement to bring into compliance with regulations, especially the Uniform Statewide Building Code and City Zoning Code.

Summonses violators and testifies in court. Coordinates with the Commonwealth Attorney.

Makes recommendations and consults with Building Maintenance Code Official and Codes Compliance Coordinator with regard to pulling of power, board-ups, demolitions and habitability of structures.

Investigates, coordinates, receives and makes referrals to Social Services, Police, Fire-EMS, Public Works, the State Health Department and E-911.

Works closely with neighborhood organizations, community development corporations, the Redevelopment and Housing Authority and other agencies and city departments regarding code enforcement issues.

Meets with property owners, property managers, contractors and tenants to resolve problems.

Issues maintenance orders, citations, and prepares reports related to building, zoning and nuisance code violations.

This job has no supervisory responsibilities.QUALIFICATIONS

EDUCATION and/or EXPERIENCE 
High School diploma or general education degree (GED); three to five years related experience and/or training in the building construction and appraisal of residential and complex commercial/industrial properties; or equivalent combination of education and experience.

LANGUAGE SKILLS 

Ability to read, analyze, and interpret periodicals, professional journals, technical procedures, or governmental regulations. Ability to prepare reports, correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.


REASONING ABILITY 

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions and deal with several abstract and concrete variables.


CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia.  Must obtain Virginia Certification as a Building Maintenance Inspector issued by the Commonwealth of Virginia Department of Housing and Community Development within 12 months of employment.
