Maintenance Technician IV - Stormwater Utility

The City of Roanoke is seeking two Construction Crew Leads to serve in the Stormwater Division of Public Works. This role supervises and/or participates in the work of a crew responsible for Stormwater maintenance and new construction projects. Includes supervision of approximately 5 field operations staff as well and various division contracts. Supervision to include assigning and directing the work of a diverse team of maintenance workers and technicians on Stormwater projects. Will be responsible for ordering and tracking Miss Utility location tickets. Must coordinate and maintain daily work schedules and track job progress, inspect work sites and enforce all safety standards including work zone safety. Must have excellent problem solving, decision making, verbal and written skills, and leadership ability focused upon passion, respect, and teamwork, that also results successful project completion. Ability to use computer software such as Microsoft Office Suite and various Stormwater related programs and software, to include but not limited to QAlert, WinCan, ArcGIS, and VueWorks. Experience with combination cleaning vehicle/equipment use is a plus (vacuum and jetting). Must have knowledge of construction site layout techniques and must possess the ability to read and understand construction drawings/sketches and use a builder’s level. Experience supervising and operating various heavy and light construction equipment. Coordinates with other department operational and technical personnel in the performance of assigned tasks. Position will assist with City wide snow removal efforts and with special events and other emergency tasks, including some nights and weekends, as needed. Must possess a current, valid Virginia Class A CDL license or ability to obtain within 6 months of hire. Must possess current VDOT flagging and work area protection certifications or obtain within 6 months of hire. Completion of other tasks and jobs supporting the division may be assigned.

SUMMARY 
Performs skilled work in the maintenance of facilities and/or equipment and in the operation of motorized equipment.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES may include the following depending on the area of assignment. Other duties may be assigned. Operates, excavator, backhoe, front-end loader, skid steer, dump truck, and other medium to heavy equipment.

Services and makes minor repairs and adjustments to equipment.

Makes repairs and renovations to fields and grounds including mowing, mulching, aeration, grading, seeding, and sodding.
 
 Gather and report work site information from inspections.


 Performs tasks such as pesticide and herbicide application.

Performs tasks such as asphalt and/or concrete placement and leveling.
 

Operates all equipment, both light and heavy in snow removal
 
 When not operating equipment, performs general laboring tasks such collecting and removing trash and debris from City properties.
 
 Assists with event support, snow removal and other emergency tasks, including some nights and weekends, as needed
 
 May be responsible for fabrication, maintenance, and installation of traffic control, pavement markings and barricade signage according to City guidelines and uniformity.
 
 May supervise crews in absence of supervisor
 
 May be required to wear some type of respiratory protection in the performance of their duties
 
SUPERVISORY RESPONSIBILITIES 

Supervision of a small crew.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE 
High school diploma or general education degree (GED) and one to three years related experience and/or training in the trades area assigned; or equivalent combination of education and experience.

LANGUAGE SKILLS
 Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.   Ability to communicate effectively orally and in writing.
 
REASONING ABILITY 
 Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
 
CERTIFICATES, LICENSES, REGISTRATIONS 
 Depending on area of assignment, may require possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia and/or a valid appropriate Class A, B or C commercial driver's license with specific endorsements depending on departmental requirements. May require Pesticide Registered Technician Certification.
