General Description

The Emergency Operations Coordinator develops, implements, and coordinates emergency responses in all facilities operated by DRHS. This includes ensuring safety and services for DRHS staff and volunteers. In addition to emergency response within DRHS, this person would work in collaboration with Monroe County Emergency Operations in the event of a community disaster, weather related emergencies, and public health emergencies. The incumbent in this title reports directly to the DRHS Commissioner and may be required to work evenings and/or weekends as necessary. Employee does related work as required.

Typical Work Activities

  • Works with the Rochester Fire Department to oversee and direct the DRHS Continuity of Operations Plan (COOP) program, including coordination with the Monroe County Office of Public Safety;
  • Implement and review safety and security measures at all DRHS facilities (Chambers Building (57 St Paul), Recreation Centers, Animal Services, Sports Complex, Public Market and International Plaza); Coordinate with county, state, and federal programs to leverage impact and ensure message consistency;
  • Maintain awareness of new developments in safety and security management; Incorporate new developments as appropriate into facilities;
  • Attend local, state, and federal training and emergency management meetings representing the City;
  • Remain abreast of safety, security and emergency management knowledge and skills;
  • Serve as a leader on the City's Emergency Planning Team;
  • Lead the development of the Emergency Operations Plan at all DRHS facilities;
  • Develop relations with outside organizations including local, state, and federal fire organizations, the state, Monroe County, Red Cross, Rochester City School District, and utility companies;
  • Maintain close working relationships to ensure rapid and coherent response to ensure safety, security and emergency situations;
  • Ensure, maintain and promote confidentiality of all protected information;
  • Respond with City Security to incidents at DRHS facilities;
  • Provide after action reviews following any situations/incidents at DRHS facilities;
  • Review and respond to Unusual Incident Reports (UIRs) from DRHS facilities as needed; Monitor and maintain camera access, usage and training from DRHS facilities;
  • Develop processes to ensure emergency plans are updated annually, drills are held annually (fire and lockdown);
  • Work with facilities manager monthly to ensure systems are followed and consistent practices are in place;
  • Conduct presentations and trainings for DRHS staff when needed.

Minimum Qualifications

  • Master’s Degree AND 1 year of administrative experience overseeing the protection of property, assets, and employees for an organization.

OR


  • Bachelor’s Degree AND 2 years of administrative experience as described in 1.

OR


  • Associate’s Degree AND 3 years of administrative experience as described in 1.

OR


  • High School Diploma or Equivalent AND Four 4 years of administrative experience as described in 1.


Special Requirement:

  • NYS Class D Motor Vehicle Operator’s License at the time of appointment. This license must be maintained throughout employment in this title.

Ensuring effective inter/intra agency communications:
These questions test for understanding of techniques for interacting effectively with individuals and agencies, educating and informing them about topics of concern, clarifying agency programs or policies, negotiating conflicts or resolving complaints, and representing one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.


Preparing written material:
These questions test for the ability to present information clearly and accurately and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.


Understanding and interpreting written material:
These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Principles and practices of staff development and training: These questions test the knowledge and abilities used to develop and deliver training. They address topics such as the assessment of training needs; instructional design; training methods and techniques; the use of training aids, materials, and technology; motivation; learning theory; classroom management; the evaluation of learning outcomes; and the usage of training-related data.


Test Guide:

  • The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available online at: https://www.cs.ny.gov/testing/testguides.cfm.
  • The Central Library of Rochester and Monroe County MAY have exam-related material, as well as, other branches. (i.e., CSEA Exam Preparation booklets)
