SPECIAL OPERATIONS INSPECTOR

Under the direction of Streets Superintendent this position will provide quality control inspections and oversight for the various outside contractors working for the street department. Employees in this class have thorough knowledge of the principles of roadway and drainage related construction methods/maintenance, and are capable of participating in all facets of work. Position is responsible for successfully inspecting all projects and the essential functions of a maintenance worker.

• Coordinate with contractors and franchise utility companies to inspect all projects, check elevations/grades, measure completed work, review/calculate pay estimates, interpret contract documents, inspect work zone traffic control, provide construction notices, verify compliance with plans/specifications, asphalt and concrete pavement repairs, sidewalk repairs, pavement lift/stabilization, crack sealing, micro-surfacing, slurry seals, pavement marking, right of way maintenance, debris removal, storm sewer cleaning/repair, grading, street sweeping etc.
• Provide stormwater system inspections and coordinate the maintenance activities for our stormwater system operations and do a visual storm water system inspection and develop a maintenance plan. Develop programs as recommended by the TCEQ such as inspecting every outfall location once a year, coordinate cleaning efforts of debris and trash, sediment removal scheduling, looking for illicit discharges in the storm system and the required quarterly inspections at the Rockwall Municipal Airport.
• Participate in establishing traffic control devices such as signs, barricades, and cones.
• Performs ground maintenance, i.e., mowing, weed eating, edging, blowing, pruning, planting, trimming, sodding, fertilization/weed control around signs, barricades, ditches, culverts, and other structures
• Performs maintenance and repair for various streets, roadways, and right-of-way sites, i.e., culverts, ditches, barricades, curbs, head-walls and subsequent drainage structures, patching pot holes and general pavement repairs.
• Prepares assigned equipment for safe and efficient operating condition by inspecting prior to and after use.
• Required to report for work punctually, work all scheduled hours, and any required overtime as deemed necessary. Must maintain a physical condition and standards necessary for the proper performance of duties, with or without accommodation.

         REQUIREMENTS

A.        Training and Experience:

  • High school diploma, or GED and supplemented by minimum of 2 years’ experience in general construction related to concrete/asphalt/street maintenance. 
  •  Must possess or obtain a valid state Class A CDL driver’s license within 12 months of hire.

 

B.        Knowledge, Skills, and Abilities:

  • Considerable knowledge of the various types of manual work performed in maintenance of municipal structures and grounds.
  • Considerable knowledge of construction practices related to street and right of way maintenance
  • Considerable knowledge of the various types of semi-skilled manual work performed in maintenance and repair of municipal streets, roadways, and rights-of-way.
  • Considerable knowledge of the various types of manual, gas, or diesel-powered equipment employed in maintenance and repair of municipal streets, roadways, and rights-of-way.
  • Considerable knowledge of potential hazards of the materials and equipment used in performing assigned tasks.
  • Considerable knowledge of occupational safety rules and practices associated with performing duties in traffic and adverse weather conditions.
  • Ability to perform manipulative tasks requiring eye/hand/foot coordination.
  • Ability to perform heavy manual tasks.
  • Ability to follow oral and/or written directions.
  • Ability to establish and maintain effective working relationships with supervisor, fellow employees and the public.
  • Ability to work in a variety of adverse environmental conditions.

 

C.        Physical Requirements:

  • Tasks involve frequent walking, standing; some lifting and carrying of moderate weight (12-20 pounds); and/or the operation of vehicles, office, shop, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.
  • Tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items and occasionally very heavy (100 pounds or over) items.
  • Tasks involve the frequent use of coordination and manipulative skills in performing a variety of tasks with the full range of hand and power tools and shop equipment; or the skilled and complex operation of equipment calling for adherence to exacting standards of depth, grade, dimensions, and contours.

 

D.          Environmental Requirements:

Tasks require exposure to adverse environmental conditions (e.g. dirt, cold, rain, fumes), exposure to extreme heat/cold or extreme weather conditions and exposure to strong odors and/or smoke, toxic chemicals, dust or pollen.

 

E.         Sensory Requirements:

Tasks require sound, depth and visual perception and discrimination.
