JOB SUMMARY
The purpose of this classification is to supervise, inspect, manage, coordinate implementation, oversee compliance, and assist in retaining the City's NPDES Phase I MS4 permit. Work is performed under the general supervision of the Stormwater Utility Manager.
ESSENTIAL JOB FUNCTIONS
- Coordinates compliance activities for the Phase I Municipal Separate Storm Sewer System (MS4) Program : maintains comprehensive knowledge of state and federal programs and regulations related to watershed management, stormwater, and water quality; coordinates with internal staff and outside entities; monitors and conducts inspection and reporting activities; and prepares and submits the annual MS4 Permit report to Georgia Environmental Protection Division (EPD).
- Assists and coordinates efforts to establish and maintain best management practices for permit compliance and retention.
- Performs annual training for all departments.
- Assists and coordinates with Metropolitan North Georgia Water Planning District (MNGWPD). Attends and participates in meetings.
- Establishes and administers Stormwater Management Plan (SWMP).
- Plans and holds quarterly meetings with other North Fulton MS4s. Prepares agendas, issues meeting invites, and distributes meeting minutes.
- Tracks and responds to Stormwater related customer complaints and concerns.
- Maintains a comprehensive, current knowledge of applicable policies, procedures, codes, and regulations related to stormwater management.
- Maintains records and coordinates enforcement of stormwater maintenance agreements
- Operates a digital camera, personal computer and other general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
- Performs other related duties as required.
MINIMUM QUALIFICATIONS
Education and Experience :
Requires a Technical College Diploma / Associates Degree (Bachelor's preferred) in Environmental Science, Chemistry or Biology or related field; three (3) years of experience with implementation of Georgia's Municipal Separate Storm Sewer System (MS4) permit program; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position

PHYSICAL DEMANDS
The work is light work which requires the ability to exert very moderate effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and / or pulling of objects and materials of moderate weight (12-25 pounds). Tasks may involve extended periods of time at a keyboard or work station. Tasks also require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
