Position Overview
Court Administrator is the Court Clerk under state and local laws. Court Administrator upholds the duties and responsibilities required of a Court Clerk under state and local laws. Manages and directs the daily activities and operations of the Municipal Court, including hiring, performance evaluations, coaching and discipline. Assures that court records are orderly, accurate and complete. Records all events of court and maintains a complete docket. Assures accurate and complete Office of Court Administration Reporting. Develops policies and procedures for the court consistent with the policies and procedures of the Presiding Judge and governing laws, Coordinates court-related activities, dockets, complaints and trials with the Judge, attorneys and other related parties. Monitors and prepares budget needs and expenses. Maintains statistics regarding cases, outcomes, and proceedings. Prepares and submits regular reports to reporting agencies and departments within the City, interfaces with other City employees and citizens. Schedules bailiffs as needed to fill the needs of the court. This position involves supervising personnel and maintaining all court systems.Directs, oversees and participates in the development of work plans for the department by providing guidance regarding the court's long range and short range goals, identifying and implementing work methods and polices/procedures to improve operations. Resolves department and personnel problems, evaluates employee performance, assigns work activities, projects and programs, methods and procedures.

Oversees and manages the department budget by preparing and administering the budget, managing and overseeing cash handling procedures, monitoring expenditures, ensuring revenue is coded to the proper funds and following established purchasing policies. Anticipates departmental needs in the areas of staffing, equipment, materials, and supplies, monitors and approves expenditures. Monitors and manages internal controls for the receipt of fines and fees and disposition of case records; collection of and recording of Municipal and State fines, fees, and costs.

Manages criminal proceedings and court dockets by coordinating programs and activities with the Municipal Judge, police personnel, internal departments, attorney's, litigants and external agencies related to court activities. Serves as administrator of the City Marshal's office including hiring, directing and evaluating the court bailiffs. Ensures jury trials are coordinated and prepares jury letters, subpoenas and other court documents. Responds and resolves sensitive and non-routine public inquiries, requiring independent judgment after appropriate research and analysis.

Stays abreast of legislative, technical and operational changes impacting municipal court operations and takes appropriate action or recommends best practices to decision makers. Monitors and maintains Municipal Court automated records system, ensuring proper data input and processing of information as well as accountability; including running routine queries. 

Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.Bachelor's degree from an accredited university in business administration, criminal justice, or other applicable field preferred. Five years of progressively responsible court experience, including two years of supervisory experience required.Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt. 

Minimum of a Level I Court Clerk Certification issued by the Texas Court Clerks Association required or the ability to obtain within 12 months of employment. Level II Court Clerk Certification preferred.

Salary : $74,205 - $83,480
