Position Overview
Under general supervision, performs professional level work in the field of neighborhood-oriented long-range planning. Serves as a liaison to community organizations representing the City of Rowlett and serving as a central resource for neighborhood and Council requests for information and services. Working to build approachable government across all segments of the community. Encourages partnerships, collaborations, and resident participation; fosters proactive community dialog, and acts as a resource for communities, H/POAs, other departments and outside agencies. This position does not directly supervise others, but may coordinate functions, events, and activities while drawing upon participation of departments and other agencies.Interacts with citizens, community groups and neighborhood associations to develop and implement innovative and collaborative programs, plans and solutions to neighborhood-level issues. Assists in on-going updates of the Comprehensive Plan. Supports the formation and development of neighborhood associations and Home/Property Owner Associations (H/POAs).
Duties include but are not limited to leading and coordinating neighborhood and community planning efforts with other City departments; promoting and organizing neighborhood educational programs; managing Community Outreach programs in regard to water and wastewater, recycling, Crime Watch, neighborhood and HOA/POA assets, and the Community Clean-Up Blitz program; supporting the City Academy program, Spirit of Rowlett recognition program, Neighborhood Engagement and Revitalization (NERA), NUSA, Neighborhood Summit with the cities of Garland and Plano, and H/POA Legal Clinic; prepares and manages agreements with neighborhoods for cost-sharing agreements and Public Improvement Districts (PIDs).
Provides support for:
- Community Development Block Grant and other grant programs
- Neighborhood Services Division and Code Enforcement outreach efforts
- Special Projects, such as bond elections, task forces, board liaison, and Keep Rowlett Beautiful
- Long-Range Planning efforts in developing Area and Sector Plans
- Development Review Team to inform proposals for zoning changes and development plan approvals
The incumbent would be expected to work with communities, neighborhood associations, H/POAs, City departments and outside agencies to coordinate and manage the programs identified. This position will have a significant amount of public interaction and will provide presentations and reports to civic groups, homeowner's associations, Boards and Commissions, and City departments. Responsible for regular on-time attendance. May perform all other duties as assigned.Bachelor's Degree from an accredited college or university in Business, Community Development, Communications, Public Administration, Social Work, Urban Planning or related field. A Master’s Degree is preferred. Two (2) years of local government experience with significant public interaction required, particularly in engaging and working with stakeholder groups. Neighborhood or comprehensive planning experience preferred.A valid driver's license is required and ability to maintain city driving standards in accordance with the driver standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee pursuant to City policy.
May be required to work evenings or weekends to accomplish tasks, such as community meetings and special events.
Salary : $74,205 - $111,309
