- Under the direction of the Public Works Director, plans, assigns, supervises, and evaluates the work of subordinate personnel engaged in the maintenance and repair of streets, alleys, sidewalks, drainage facilities, and other concrete and asphalt structures.
- Responds to inquiries and service requests from residents and city staff.
- Oversees the maintenance and repair of street signage, street lighting, and traffic signals.
- Coordinates the delivery of street construction and maintenance materials.
- Monitors and inspects traffic control measures and work zones to ensure compliance with safety guidelines.
- Assists with the annual concrete street repair/replacement program by recommending projects, defining project scopes, reviewing proposals, and coordinating with contractors.
- Supervises and inspects the work performed by contractors to ensure it meets city standards.
- Attends pre-construction meetings and conducts final inspections for all street-related construction projects, addressing and resolving issues as needed.
- Assists in preparing the annual budget for street maintenance and operations.
- Oversees the hiring, training, and supervision of staff, assisting with employee evaluations, performance management, and disciplinary actions as required.
- Ensures proper vehicle and equipment maintenance and recommends upgrades or replacements as necessary.
- Utilizes work order management software (e.g., iWorq, SeeClickFix, PASER) to track and manage projects and maintenance tasks.
- Leads safety meetings to ensure staff compliance with safety protocols and best practices.
- Manages Texas811 locate requests and oversees franchise repairs and damage claims.
- Collaborates with other departments to plan and staff special events, including setting up barricades and portable message trailers.
- Prepares for and responds to emergencies, including severe weather, flooding, power outages, and icy conditions.
- Reviews and approves employee time entries and leave requests.
- Performs other related duties as assigned.
- Knowledge of street right-of-way maintenance principles and best practices.
- Familiarity with safe work methods, traffic control procedures, and work zone safety guidelines (including TXDOT standards).
- Strong leadership and supervisory skills with the ability to delegate tasks and manage team performance effectively.
- Excellent written and verbal communication skills for interacting with staff, residents, contractors, and other stakeholders.
- Understanding of current ADA requirements related to street and signage accessibility.
- Proficiency in using computer programs such as Microsoft Office, iWorq, SeeClickFix, PASER, and Bluebeam.
- Skill in reviewing engineering and construction plans to ensure compliance with city specifications and standards.
- Problem-solving abilities to resolve complex maintenance and operational issues efficiently.
- High School Diploma or GED and at least five (5) years of experience in street operations and maintenance, with a minimum of two (2) years in a supervisory capacity.
- Possess a valid driver’s license.
- Class B CDL must be obtained within one year of hire date.
- Additional certifications may be required based on position needs.
- Work is performed in both indoor and outdoor environments, often in extreme weather conditions.
- Employees may be required to bend, reach, kneel, and lift heavy materials and equipment.
- Exposure to hazardous machinery, chemicals, and physical risks is possible in this role.
- Staff may also be exposed to infectious diseases and other environmental hazards while working in public spaces.
