General Definition of Work
Performs skilled, technical work overseeing, planning, and supervising the design, maintenance, and improvement of public grounds. This position oversees the Landscape Management Division which maintains parks, playgrounds, greenways, blueway, right-of-way, Farmers Market, and related work as apparent or assigned. Work is performed under the limited supervision of the Director of Streets and General Maintenance. Continuous supervision is exercised over all personnel within the Division.
Essential Functions
- Oversees all aspects of municipal horticulture including design, installation, maintenance, and removal of all landscaping and trees at City buildings, schools, and public areas.
- Supervises Division personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules.
- Manages the division budget; procures materials and supplies and oversees any contractors performing work on the City's behalf.
- Directs all exterior holiday decorations throughout the City.
- Oversees all aspects of Farmers Market operations; supervises market manager; assists with and oversees vendor application process and assignments; ensures adherence to local, State, and Federal food safety regulations; oversees administrative process for EBT/SNAP reimbursement; reviews and approves all promotion and marketing campaigns and social media; plans special events and educational opportunities; oversees general market conditions; partners with State agencies, seeks grant funding.
- Communicates with Salem citizens concerning issues or problems related to the Division.
- Ensures City compliance with and proper implementation of the Virginia Nutrient Management Plan on all City-managed properties; oversees turf maintenance contractors, project bidding process, and adherence to specific maintenance plans.
- Oversees and participates in pesticide, herbicide, and/or fertilizer application throughout the City. Shall be Virginia State Certified to apply chemicals.
- Serves as a City liaison on various community garden projects; directs volunteers, procures supplies, works with supervisors to set tangible goals, and evaluates future planning. May be required to participate on regional commissions/boards or related
groups. - Other duties as assigned.
