The City of San Bernardino is seeking dedicated professionals to join our Temporary Staffing Program as an Accountant III in the Finance Department!

About the Position: The City of San Bernardino is looking for Temporary Staff to support our Finance Department! This is a fantastic opportunity to start your career and gain valuable hands-on experience in Finance. The Accountant III performs complex financial analyses, reconciliations, and reporting to ensure the City's financial health and transparency.

  • Collaborative & Detail-Oriented: Works well independently and in a team environment while ensuring accuracy and compliance in financial operations. 
San Bernardino Temporary Staffing Assignments:
SBTS employees are hired for departments requesting and anticipating temporary assistance. SBTS employees are temporary, at-will employees and their assignments can be terminated at any time, with or without cause. SBTS employment can be at a full-time or part-time basis, and cannot exceed a term of six (6) months. Employees are expected to complete the duration of the assignment. SBTS employees may be required to drive on City business and must meet all vehicle and safety requirements before authorization is given to operate a City or personal vehicle while on City business. SBTS employees must submit and complete all required documents and have a valid driver’s license. Assignments requiring a commercial license will have to adhere to the Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) requirements.

Essential Functions: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Performs complex and technical accounting duties in the maintenance of records of revenues, expenditures, and special funds; prepares analysis, spreadsheets, schedules, journal entries, and reconciliations to produce accurate financial reports and footnotes.
  • Reviews, supports, and participates in day-to-day accounting operations, balancing and posting all expenditures and revenues, and adjusting journal entries to the general ledger; reconciles bank statements, investment, fiscal agent, and other accounts to the general ledger; reviews and prepares a variety of journal entries for assessment districts and other specialized funds/accounts
  • Reconciles all fiscal agent accounts, investments, and general cash for the City; manages and monitors various funds and provides training and submits yearly reports as requested.
  • Generates and assists in preparation of monthly financial reports for City management and departments; conducts expenditure analysis, researches variances and discrepancies, and prepares correcting journal entries.
  • Assists in planning, organizing, managing, supervising, and evaluating the work of the Accounting, Accounts Payable, and Purchasing Sections of the Department as determined by the Director of Administrative Services.
  • Prepares, creates, and drafts fixed asset schedules based on general ledger and purchasing activity; enters data on fixed assets and depreciation schedules in the fixed asset system; generates schedules and reports for use by the City's outside auditors.
  • Collects, analyzes, graphs, and prepares data, working papers, and reports for use by City management and auditors; researches entries to the general ledger to evaluate their accuracy, necessity, and adherence to accounting standards and legal or regulatory requirements; develops cost accounting summaries of construction accounts for reimbursable capital projects for submission to state agencies.
  • Audits departmental accounting records and conducts specialized studies and analysis; develops findings and recommendations for management consideration; prepares quarterly and annual tax returns for sales and use tax as well as fuel use and unclaimed property filings.
  • Assists, supports, and leads in preparing the annual CAFR; generates reports, schedules, working papers, and other accounting records for the City's outside independent auditors.
  • Reviews, develops, and recommends accounting control methods to improve existing procedures; ensures conformity with City policies and procedures and professional accounting standards.
  • Reviews and approves petty cash vouchers and replenishment of funds.
  • Performs other duties as assigned.

Knowledge of: 
  • Principles and practices of general, fund and governmental accounting.
  • Principles and practices of cost and fixed asset accounting.
  • Internal control and audit principles and practices.
  • Generally Accepted Accounting Principles, Governmental Accounting Standards Board and Government Finance Officers Association accounting standards and requirements.
  • Principles and practices of public agency budgeting.
  • Federal, state and local laws, regulations and court decisions applicable to assigned areas of responsibility.
  • Basic principles and practices of public administration, including budgeting, purchasing, contract administration and maintenance of public records.
  • Research methods and statistical and financial analysis techniques.
  • Principles and practices of computer-based financial and accounting systems.
  • Principles and practices of sound business communication.
  • Uses and operations of computers and standard business software.

Skill in:
  • Operating a computer and spreadsheet software and other standard office equipment.
  • Analyzing and making sound recommendations on complex financial data and operations.
  • Evaluating departmental accounting practices and making sound recommendations for    improvement.
  • Understanding, interpreting, explaining, and applying City, state and federal law, codes, ordinances and regulations and professional accounting standards regulating City financial accounting, reporting and recordkeeping.
  • Developing and implementing financial procedures and internal controls.
  • Performing complicated mathematical calculations and analysis.
  • Maintaining files, records, and documentation.
  • Communicating clearly and effectively, both orally and in writing. 
  • Maintaining confidentiality of City documents and records. 
  • Exercising tact and diplomacy in interpersonal dealings with sensitive situations.
  • Establishing and maintaining effective working relationships.

City Benefits:
AFFORDABLE CARE ACT (ACA) AND MEDICAL BENEFITS The Affordable Care Act (ACA) is a health care reform signed into law in March 2010 meant to make health insurance accessible and affordable to all. ACA was designed to reduce the cost of health insurance coverage. The law includes premium tax credits and cost-sharing reductions to help lower costs for individuals and families. Under ACA, applicable large employers (ALE) must offer minimum essential coverage that is affordable and that provides “minimum value” to at least 95% of its full-time employees. 

SBTS employees, are eligible to enroll into medical coverage through the City’s offered medical plans. Coverage is effective the 1st of the month following the date of assignment. SBTS employees will receive a contribution of $423.10/month toward medical coverage.
Education and Experience:
Associates Degree in Accounting or a closely related field; at least five (5) years of progressively responsible professional accounting experience in municipal agency work, including maintenance of the general ledger, journal entries, accounts payable, payroll, and fixed assets; or an equivalent combination of education, training and experience. A Bachelor's Degree is desirable.

Acceptable Substitutions:
  • A Bachelor’s degree in Accounting or a closely related field may substitute for up to two (2) years of required experience, requiring only three (3) years of relevant professional accounting experience.

  • Seven (7) years of progressively responsible professional accounting experience in municipal agency work without a degree.

Note: Experience must be in accounting within a municipal agency or a closely related field to qualify as a substitution.


Licenses, Certifications, and Equipment:
A valid State driver’s license is required.
