About the Assistant City Manager Position: 
The Assistant City Manager assists the City Manager in the day-to-day administration of City government and in the planning and execution of programs and projects for accomplishing City goals and objectives within broad general policy guidelines and Mayor and City Council mandates. The incumbent operates with substantial latitude and discretion to achieve effective and efficient utilization of the City's resources in serving the City's constituencies.

  • Good communication: The ability to effectively communicate complex technical information clearly and concisely verbally and in writing.
  • Plans, organizes, controls, manages, and evaluates the work of staff of the City Manager's office; establishes operational plans and initiatives, implements work programs and processes, and develops procedures and policies; monitors office budget.
  • Plans and evaluates the performance of assigned staff; provides or recommends compensation and other rewards to recognize performance; takes disciplinary action in accordance with the City's human resources policies and procedures and labor contract provisions.
  • Provides leadership and works with staff to develop and maintain a high performance, customer service-oriented work environment that supports achieving the City's mission, strategic goals, and core values; develops personal targets, monitors performance, and provides coaching for performance improvement and development.
  • Assists the City Manager in planning, coordinating, controlling, integrating, and evaluating the work of City departments; advises the City Manager, the Mayor, and City Council on related matters; manages and coordinates preparation of analyses and recommendations on public policy issues and on long-range plans for City services.
  • Develops and coordinates proposals for action on current and future city needs; represents the City and works closely with appointed boards and committees and public and private officials to achieve planned action and results and provide technical assistance to resolve problems.
  • Coordinates, facilitates, and serves as project leader and participates in long-range planning initiatives; defines project goals and objectives, convenes appropriate task forces and committees, develops agendas, and facilitates meetings, and manages the work program; develops and manages consultant contracts and monitors project status and progress; 
  • Assists in developing the annual City budget and associated budget processes; participates in the analysis of proposed legislation and regulation; interprets City Manager and City Council instructions and requests; makes interpretations of City ordinances, codes, and applicable laws and regulations to ensure compliance by City departments and staff.
  • Performs complex and sensitive administrative studies, investigations, and surveys; directs, oversees, and participates in the preparation of a wide variety of reports and presentations for the City Council, City management, and outside agencies; coordinates policy, administrative, and operational support for the Mayor and City Council; acts in the absence of the City Manager.
  • Represents the City and City Manager in meetings with civic, community, and industry groups, and representatives of other governmental agencies.
  • Performs other duties as assigned.

Knowledge of  
  • Theory, principles, practices, and techniques of public administration.
  • Applicable state and federal law and regulations governing the administration and operations of a municipal agency.
  • City functions and associated management, financial, and public policy issues.
  • Organization and functions of an elected city council and the Brown Act and other regulations governing the conduct of public meetings.
  • Principles and practices of public personnel management and labor management relations.
  • Social, political, and environmental issues influencing program development and administration.
  • Principles and practices of effective management and supervision.
  • City human resources policies and procedures, Personnel Rules, and labor contract provisions.
  • Equipment maintenance practices and methods. 
 
Skill in – 
  • Assisting in and actively leading the planning, integration, and direction of a broad range of complex City services and programs, as assigned by the City Manager,
  • Defining complex public policy, management, and operational issues, performing complex analyses and research, evaluating alternatives, and developing sound conclusions and recommendations.
  • Presenting proposals and recommendations clearly, logically, and persuasively in public meetings.
  • Understanding, interpreting, explaining, and applying city, state, and federal laws and regulations governing the conduct of city operations.
  • Evaluating, developing, and implementing management systems, policies, and controls.
  • Exercising sound, expert independent judgment within general policy guidelines.
  • Preparing clear, concise, and comprehensive correspondence, reports, and other written materials.
  • Exercising tact, diplomacy, and political acumen in dealing with highly sensitive political, public policy, community, and employee issues and situations.
  • Establishing and maintaining effective working relationships with the City Council, all levels of City management, other govern­mental officials, community and civic organizations, employee organizations, employees, the media, the public, and others encountered in the course of work.

Education and Experience:
Bachelor’s degree in public or business administration, political science, or a related field; and seven (7) years of progressively responsible experience in the management and administration of a municipal government; or an equivalent combination of education, training and experience. A Master's degree in public administration may be substituted for two years of the required experience.
 
Licenses, Certifications, and Equipment:
A valid California driver’s license is required.
 
Physical Requirements and Work Environment:  Employees work under typical office conditions and the noise level is usually quiet.  Employees are regularly required to sit; talk or hear, both in person and by telephone; use hands to manipulate, handle, and feel computers and standard business equipment; and reach with hands and arms. The employee is frequently required to stand and walk. Required to maintain a flexible work schedule to provide staff support after normal business hours and weekends, as needed.BENEFITS AND REWARDS:
The City offers an attractive Executive compensation and benefit package, that includes:
  • Retirement - Participation in the California Public Employees’ Retirement System (CalPERS). Tier I Employees hired before 10/3/11:  CalPERS 2.7% at 55; Classic members with less than 6 months separation: CalPERS 2% at 55, single highest year plan. New members, CalPERS 2% at 62, three highest year average plan.
  • Health Insurance - The City contributes $1,125.00 (Employee Only), $1,37.00 (Employee 1), or $1,841.00 (Employee Family) for medical, dental and vision premiums. 
    • Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will receive an annual “Health Insurance Waiver Stipend” of $4,000.00 every first paycheck of December.
  • Leave
    • Administrative Leave – 80 hours upon hire, accrued annually July 1 of each fiscal year; 20 hour carry over limit.
    • Executive Leave – 225 hours, accrued bi-weekly
    • Sick Leave - 96 hours annually, accrued bi-weekly; available for use after ninety (90) days.
    • Vacation - 120 hours annually , accrued bi-weekly; available for use after one (1) year.
    • 13 holidays, plus 18 hours of floating holiday time.
  • Life & Accidental Death and Dismemberment Insurance - The City provides Term Life and Accidental Death & Dismemberment (AD&D) Insurance.
  • Other - Optional Deferred Compensation Plan, flexible benefits plan, pre-tax childcare plan, employee assistance program, and all other benefits which are received by per the Executive Compensation and Benefits Plan.
