About the Position: The City of San Bernardino is looking for Temporary Staff to join our team. The Senior Human Resources Technician performs a variety of highly responsible and complex paraprofessional and administrative duties in support of the City's Human Resources Department. The ideal candidate will be task-oriented, able to work efficiently in a high-volume environment, and demonstrate the ability to work independently as well as collaboratively within a team. Flexibility and a willingness to assist team members when needed are essential to this role.
San Bernardino Temporary Staffing Assignments:
SBTS employees are hired for departments requesting and anticipating temporary assistance. SBTS employees are temporary, at-will employees and their assignments can be terminated at any time, with or without cause. SBTS employment can be at a full-time or part-time basis, and cannot exceed a term of six (6) months. Employees are expected to complete the duration of the assignment. SBTS employees may be required to drive on City business and must meet all vehicle and safety requirements before authorization is given to operate a City or personal vehicle while on City business. SBTS employees must submit and complete all required documents and have a valid driver’s license. Assignments requiring a commercial license will have to adhere to the Department of Transportation (DOT) and Federal Motor Carrier Safety Administration (FMCSA) requirements.

Day in the life consists of: - Assist in the development and review of recruitment strategies to attract qualified candidates; ensure all vacancy information is accurate, up-to-date, and aligned with recruitment goals.
- Create and post recruitment announcements, and manage advertising through online platforms, newspapers, and professional publications.
- Review, reconcile, and process invoices for payment related to recruitment efforts; maintain vacancy listings on the City website and in public folders
- Represent the City at job fairs and outreach events, providing information to potential applicants and assisting in recruitment efforts.
- Offer information and services over the counter and via phone, handling inquiries related to job vacancies, application processes, and employment requirements.
- Review and process applications, ensuring completeness, accuracy, and compliance with requirements.

Education and Experience:
Possession of an Associate's Degree from an accredited college in Business, Management, Psychology, or a related field.
AND
Two (2) years of technical or administrative human resources experience; or an equivalent combination of education, training, and experience.
Licenses, Certifications, and Equipment:
A valid State driver’s license is required.
Knowledge of
- Knowledge of HR functions such as recruitment, selection, position control, compensation, payroll, and benefits, along with associated terminology and practices.
- Familiarity with federal, state, and local laws and regulations governing public human resources management.
- Strong understanding of City-specific employment and benefits systems, including their operations and requirements.
- Proficiency in using standard business software applications, such as word processing and spreadsheets, to support HR functions.
- Expertise in business communication principles, proper English usage, and knowledge of recordkeeping, filing procedures, and legal requirements.
- Proficient in using computers and standard business software, with the ability to operate office equipment and manage benefits and employment programs.
- Skilled in planning, organizing, and meeting deadlines with minimal supervision while maintaining accurate records and files.
- Strong communication skills, both oral and written, with the ability to prepare clear, concise reports and represent the department in meetings with internal and external parties.
- Capable of handling sensitive, complex, and confidential personnel issues with tact and diplomacy while maintaining confidentiality.
- Effective at establishing and maintaining productive working relationships and providing excellent customer service.
