As the HR Coordinator, you will :

Under general supervision, performs various professional, technical, and analytical duties in support of the City's Human Resources Department's Training & Development program.

Training

  • Identify training needs by assessing job-required skills and competencies and evaluating the current workforce.
  • Assist the HR Manager in creating the annual training plan and overseeing its implementation throughout the year.
  • Coordinate the logistics for training and workshop sessions, including scheduling, arranging equipment and materials, and communicating with participants.
  • Conduct orientation programs for new employees, volunteers, and students.
  • Develop training materials and learning interventions.
  • Maintain accurate records of training activities, participant progress, and compliance outcomes.
  • Serve as an administrator for the agency's learning platforms.
  • Manage the budget for training activities, ensuring cost-effective use of resources.
  • Develops key performance indicators, generate reports, and perform data analysis for training as the HR manager requires.
  • Evaluate training effectiveness through feedback, assessments, and performance metrics to enhance the agency's skills and competencies.
  • Maintain strong communication and collaborate with other HR areas to ensure the smooth flow of various programs and provide excellent service to employees, supervisors, managers, and department heads regarding training inquiries.
  • Assist the HR Manager in managing relationships with technical schools, colleges, and universities for collaboration projects and student programs.
  • Continuously update training programs to stay current with the latest trends.
  • Other related duties as assigned.

Development

  • Assist employees in creating their professional development plan.
  • Assist with leadership development, coaching, and mentoring programs.
  • Engage employees in cross-functional projects and foster collaborations and diverse skills development.
  • Support HR Manager with continuous improvement interventions.
  • Manage the English program, on-the-job training, and apprenticeship programs.
  • Promotes reimbursement policy within the agency and handles the administrative support for applicants.
  • Identify development needs through different HR activities, including performance evaluations, performance improvement plans, employee surveys, disciplinary actions, promotions, etc.
  • Succession Planning

  • Collaborate with HR Manager to develop and maintain the agency's succession plan.
  • Partner with employees and stakeholders on career growth plans.
  • Maintain the succession planning pipeline and talent map.
  • Use assessment tools to identify potential skills within the workforce.
  • Communication and Events

  • Elaborate communication memos, letters, and announcements according to the needs of the assigned programs or as requested by the HR Manager.
  • Coordinates HR events as requested by the HR Manager.
  • Elaborate the agency's organizational charts.
  • IDEAL CANDIDATE

    Possess the knowledge of :

  • Knowledge of intermediate employment laws, regulations, policies, and procedures (Federal / State / City).
  • Knowledge of HR Practices : Recruitment, benefits, training, development, and employment law.
  • Understanding of fundamentals of adult learning and intermediate training administration knowledge.
  • Instructional design : Design and develop engaging and effective training materials, including presentations, manuals, and e-learning modules.
  • Principles and practices of public sector personnel administration and records management.
  • Customer service practices.
  • Fundamentals of strategy, process, and procedures of communication.
  • Proficiency in leading training sessions, workshops, and seminars.
  • Legal, ethical, and professional rules of conduct for HR employees.
  • Proficiency in professional English. Speaks and writes professional intermediate business English (spelling, grammar, punctuation, and creation of professional documents).
  • Software Proficiency : Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook, Teams); basic graphic design in Canva or Publisher; basic knowledge of documents and fillable forms in Adobe.
  • Familiarity with Human Resources Information Systems, including e-learning platforms, learning management systems (LMS), and other educational technologies.

  • MINIMUM REQUIREMENTS

    REQUIRED

    All requirements must be maintained throughout employment :

  • Residency within 25 miles of San Luis within the US.
  • Education, Training, and Experience :

  • High school diploma or GED.
  • Minimum of three (3) years of progressively responsible human resources experience, preferably in training management roles such as Training Coordinator, Training Assistant, or HR Assistant.
  • Pass the written and knowledge test.
  • License and Certifications : must be maintained throughout employment.

  • A valid Arizona driver's license at the time of appointment.
  • Desired / Preferred :

  • Associate degree in a related field, bachelor's in education, or similar.
  • Bilingual in English and Spanish.
  • San Luis residency.

    DISABILITY INSURANCE - Disability insurance is available to all employees who work 30 or more hours per week.

    Short-Term Disability - Coverage begins on the 15th day of injury or sickness.

    Maximum Weekly Benefit : $2,000.00

    WORKER'S COMP - Insurance coverage for medical expenses and loss of income due to an on-the-job injury is provided by the City of San Luis for all employees.
