ABOUT THE DEPARTMENT

The San Rafael Fire Department is an all-risk fire agency that includes Advanced Life Support (ALS) response, ambulance transport, technical rescue, hazardous material response, disaster response, fire prevention, and community preparedness. THE POSITION

The Emergency Management Coordinator (EMC) plays a vital role in supporting the City’s Office of Emergency Services (OES) by enhancing disaster preparedness, response, and recovery efforts. Under the direction of the Deputy Director, the EMC helps develop and maintain critical emergency plans, including the Emergency Operations Plan, Hazard Mitigation Plan, and Wildfire Action Plan.

The EMC also coordinates outreach and public education to improve community resilience and partners with local agencies to strengthen emergency preparedness across San Rafael. Key responsibilities include supporting the Emergency Operations Center (EOC), organizing training and exercises, and assisting with emergency response during critical incidents.

IDEAL CANDIDATE

We are seeking dynamic, resourceful, and highly motivated Emergency Management Coordinators to serve the City of San Rafael. The ideal candidate will possess a strong technical expertise in emergency management practices, along with the ability to communicate effectively with diverse audiences. This role requires someone who is passionate about disaster preparedness and can inspire residents to take proactive steps toward safeguarding themselves and their communities.

As an Emergency Management Coordinator, you will be responsible for developing, implementing, and evaluating emergency response plans and staff and residential training. The successful candidate must be able to work a flexible schedule and succeed both independently and collaboratively within a team, effectively manage volunteers, and foster a culture of preparedness and resilience.

CORE COMPETENCIES/HIGHLY DESIREABLE

• Technical Expertise: In-depth knowledge of emergency management principles, disaster response, and recovery procedures. Familiarity with relevant local, state, and federal guidelines and protocols.
• Strong Communication Skills: Ability to communicate complex information in a clear, engaging, and accessible manner to residents, government officials, community leaders, and stakeholders.
• Community Engagement: Ability to motivate and inspire residents to take action toward better preparedness through outreach initiatives, educational programs, and public presentations.
• Volunteer Management: Experience in recruiting, training, and coordinating volunteers, while maintaining a positive and supportive environment for volunteers to thrive.
• Problem Solver: A quick thinker with the ability to adapt to changing situations and implement effective solutions in high-pressure environments.
• Cultural Understanding: Provide information to residents in a demographically accessible way. The ability to speak, write, and understand technical level Spanish and communicate key disaster preparedness and response messaging to Spanish speakers is highly desired.

• Plan, organize, review, evaluate, and personally perform activities to implement a variety of emergency preparedness and disaster recovery programs and procedures under the NIMS/SEMS/ICS models.
• Support the development and maintenance of a variety of planning documents, including but not limited to the Hazard Mitigation Plan, Wildfire Action Plan, the Emergency Operations Plan, hazard specific playbooks, and EOC Handbook.
• Address the needs and inquiries of residents in a compassionate, articulate and reasonable manner.
• Assist in the development and implementation of public awareness programs, training, drills, and exercises.
• Participates in community development and engagement events to promote emergency preparedness, wildfire awareness, and response best practices.
• Assist in the development and maintenance of the City's Emergency Operations Center (EOC) and training of EOC staff.
• Development and implementation of budgets for OES.
• Assist community, volunteer, educational or other public and private groups with emergency prevention, preparedness, response and recovery.

EDUCATION AND EXPERIENCE

• Graduation from an accredited high school or equivalent (GED)
• The ability to read, write, and speak Spanish is preferred

OTHER REQUIREMENTS

• Possession of a valid California Class C Driver's License with a satisfactory driving record.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Employees will be issued personal protective equipment (PPE) and is responsible for using the proper PPE in the appropriate environment. Examples of PPE may include a hardhat, hearing protection while in noisy environments, eye protection, and safety shoes.

This position is a regular position of the City’s SEIU Local 1021 employee group and is eligible to receive benefits including but not limited to:

• MEDICAL | City group health coverage, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium: Employee only: $950.00 | Employee plus one: $1,900.00 | Family: $2,400.00
• DENTAL | Premium fully paid for employee plus eligible dependents.

• VACATION LEAVE | 10 days annually, increases after 3 years of service
• SICK LEAVE | 12 days annually
• HOLIDAYS | 12 paid City holidays plus 1 floating holiday per year

• PAID PARENTAL LEAVE (if eligible) | Up to 300 hours paid leave. SEIU employees also contribute to State Disability Insurance (SDI)

• LONG TERM DISABILITY | 66.67% of salary, up to $1,000 per month
