The full salary range for the position is $25.13/hr. - $34.72/hr.
The general hiring range for the role is $25.13/hr. - $28.90/hr.
The hiring salary will depend on the candidate’s experience, qualifications, and education.
The primary function of an employee in this class is to perform a variety of skilled technical duties related to private development and City Capital projects to ensure compliance with City and other applicable codes, policies and procedures. Responsibilities include monitoring construction associated with new development and City Capital projects, permitting work within and use of the Right-of-Way, and accepting or rejecting public infrastructure improvements. This is a journey-level technical position that requires extensive knowledge of construction methods, with emphasis on knowledge and experience in public works related construction. The position reports to the Civil Engineer, but leeway is granted for independent judgment and initiative.

- Conduct field observations and inspections of new public infrastructure construction, including streets, sidewalks, approaches, curbs and gutters, and curb ramps, associated with private development or City Capital projects. Ensures quality, public safety, completeness, and compliance with approved plans, permits, City standards, and applicable regulations, such as the Manual of Uniform Traffic Control Devices and Idaho Standards for Public Works Construction. Serves as the primary contact for contractors to address and resolve construction issues, maintaining accurate records of work activities and inspections. Provides recommendations to the Civil Engineer for resolving construction-related challenges.
- Attends and participates in construction meetings with contractors, engineers, and developers on-site and in office.
- Assists with reviewing plans submitted for building, planning and zoning, and public infrastructure permits associated with development activity in order to assess potential impacts on City infrastructure systems and enforces associated regulations and policies under the direction of the Civil Engineer.
- Reviews and approves permits for franchise utility work within the Right-of-Way and public use of the Right-of-Way, including public infrastructure permits, encroachment, water connection permits, sewer connection permits, temporary right-of- way access, sidewalk café permits, and others.as needed. Approves appropriate traffic control, including road closures and signal shutdowns. Issues permits and monitors project work; identifies and resolves problems in the field.
- Reviews, approves, inspects and enforces safe and effective traffic control within the Right-of-Way.
- Inspects new and existing buildings under the direction of the Building Official.
- Provides general customer assistance and communicates regularly with the public regarding permits and code requirements.
- Responds to citizen inquiries and complaints including follow-up and resolution. Develops resolution recommendations to the Civil Engineer, as needed.
- Measures and verifies field constructed improvement quantities to generate pay estimates for contractor progress payments.
- Assists with responding to public records requests.
- Prepares written reports, issues notices to correct code violations, issues stop work notices, testifies in court regarding violations.
- Maintains knowledge of relevant City codes, ADA Standards, and the Idaho Standards for Public Works Construction
- Maintains accurate records and reports.
- Performs all work duties and activities in accordance with City policies, procedures, and safety practices.
- Administers the Sewer Lateral Inspection Program (SLIP) under the direction of the Civil Engineer including reviewing inspection videos, communicating with participants, and maintaining records.
- Perform a variety of routine and technical work in the maintenance of a Geographic Information System (GIS) relating to the Public Works.

Knowledge of:
- Ability to read and interpret technical documents, specifications, construction plans and drawings;

- Public sector, government, or related environment and operations, including general municipal management terminology, codes, acts and regulations.
Skill and Ability to:
- Operate standard office equipment, a personal computer and laptop, and related software applications, including GIS systems and AutoCAD.

WORKING CONDITIONS:
- Work is performed both in an office setting with little exposure to excessive noise and on field sites, which may have exposure to loud and excessive machinery noise.
- Field site duties may expose the employee to adverse weather conditions.
- Work duties require driving or riding in a motor vehicle to and from site locations and City Hall.
- High school graduate or GED required. College level math, engineering, science, or construction courses are desirable; and
- Two (2) years technical training in public works construction and four (4) years’ experience in public works construction or other related field; or
- Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work described.
