Title: Construction Project Manager (CPM) – Recreation and Parks

Reports To: Director of Recreation and Parks

FLSA: Exempt

Salary: $79,142.91-$102,885.79 Grade 25

General Statement:

The Construction Project Manager (CPM) will work as a member of the Recreation and Parks project team, which will include the City of Sandy Springs’ design professionals and project consultants. The CPM will report to the Recreation and Parks Director with the responsibility to provide design, pre-construction and construction-phase oversight on behalf of the City for the entire planning, design, pre-construction, permitting, construction, commissioning, and closeout process on all Recreation and Parks Department-related construction projects.

The CPM will augment the City’s staff by providing pre-planning, design, preconstruction, construction, engineering and management expertise, and advisory services. The CPM will act as the Owner’s representative and will be directly responsible for oversight of all Recreation and Parks Department-related construction projects.

Because projects, project teams and project delivery systems will vary, the role of the CPM must respond to the specific requirements and constraints presented by each individual project. This position provides a unique opportunity to work with an integrated team of professionals to manage the design, preconstruction and construction of municipal facilities and to help shape the future of our City. Successful facility improvement programs are complex and require coordination across City contracted architects, engineers, professional service firms, and City departments. It is crucial that projects undertaken meet specifications, schedules, and budgets. Background in indoor and outdoor municipal facilities design and construction is heavily encouraged.

Summary of Primary Duties of the CPM:

  • Organize and advise in pre-qualification and selection of architects, project professionals and contractors
  • Assist in developing solicitations, requests for quotations/proposals, and bid documents
  • Assist in reviewing project design drawings for constructability issues, value engineering, change orders and schedule considerations, and general requirements
  • Work collaboratively across City departments to build consensus on project elements, develop permitting and purchasing documentation, collaborate on messaging and signage, ensure collaboration across complementary projects, and other efforts
  • Develop a formal project management process, utilizing project management tools and workflows, to better track and report progress for all projects
  • Consult on methods to optimize available funds
  • Develop and monitor construction budgets and schedules relative to overall program for adherence to plan and schedule
  • Assist in preparing documentation (memos, reports etc.) for policy meetings and City Council meeting presentations
  • Maintain a strong working relationship with department representatives and construction area supervisors and the inspectors of record
  • Attend design and construction-related meetings in order to fully understand the scope and pace of a project and report to the Director on same
  • Walk job sites on a regular basis to confirm project status and that work is proceeding in accordance with the approved permitted documents and report any issues or variances from contract documents or specifications
  • Provide input on items concerning project implementation and suggest improvements to implementation process
  • Identify potential cost and schedule impacts arising from RFIs, CCDs, change orders, submittals, and other issues that may influence the final scope and cost of the project
  • As appropriate, create process and procedures to provide grant reporting documentation for all projects constructed with grant funds
  • Work collaboratively with City partners, including nonprofit organizations
  • Evaluate and assess the progress in meeting obligations identified in the contractor’s contract and schedule to ensure timely implementation, including all closeout activities, testing and inspection, FF&E procurement, delivery and placement, and local regulatory agency requirements.
  • Review all pay applications for design services, professional services, and contractors, and provide recommendations for adjustments when required
  • Secure daily reports from contractors listing on-site subcontractors, the total number of workers for each, work performed, and review all trade work for quality of installation
  • Verify the contractor’s updating of As-Built Drawings to ensure compliance with DSA guidelines and owner requirements
  • Oversee the responsibilities of the design and construction Team for completion of obligations under their respective contracts, including the DSA closeout and certification process
  • Review contractors’ safety programs weekly and immediately report any activity adversely impacting project including injuries to construction workers, consultants, school staff, students, parents, or general public
  • Maintain a professional and open relationship with the City’s contractors, design professionals, consultants, clients and partners at all times, as the City’s representative, to advance the City’s interests
  • Assist with permit coordination and oversight of all construction documents, including all changes to such documents
  • Assist with contractor/subcontractor and vendor prequalification
  • Assist with contractor bidding, leveling, analysis, and recommendations for procurement
  • Assist with value engineering and cost estimating of bid documents, construction documents and changes thereto
  • Manage changes to the work and conflict resolution during construction to avoid costly impacts to the project work and delays
  • Assist with expediting the decision-making process to avoid costly impacts to the project work and delays
  • Attend project meetings, reviewing Progress Reports, advise City when progress and/or quality mitigation actions are necessary
  • Manage payment procedures to all City design professionals, consultants and contractors on the projects
  • Manage the construction submittal process and coordinate with the City’s design professional to avoid costly impacts to project work and delays arising out of late or delay review and approval of submittals
  • Assist with “Green” or “LEED” programming assessments as appropriate
  • Manage the project close-out and commissioning processes, including the collection and distribution of pertinent sign-offs, guarantees and warranties, operations and maintenance manuals, owner’s training sessions and videos, closeout documents
  • Create and maintain a document organization and management system for all construction projects under which the documentation for each individual project is organized and maintained. Such document organization and management system shall updated and current throughout the course of construction and include a complete copy of the records for each project, organized in a manner that will facilitate efficient retrieval of project records for future project operation, maintenance and warranty enforcement as well as for use in any dispute resolution that may arise in connection with a project.

Experience:

  • Bachelor’s degree in construction management or related field desired
  • Construction program management: 6 years (Required)
  • Strong Knowledge in Blue Beam, Auto Cad, and/or Revit
  • Knowledge in RSMeans and Construction Costs

Work is performed primarily in a standard office environment with travel to different sites, including active construction sites.
