What are the responsibilities and job description for the Confidential Technician I/II position at City of Santa Maria?
The ideal candidate will have experience in various human resources functions to include recruitment and selection, pre-employment testing, employee onboarding, benefit administration, performance reviews, and/or experience conducting new employee orientation. This position must demonstrate great customer service as they are the first point of contact for internal departments and employees across the City. Candidates must be able to able to review and apply the City’s various Memorandum of Understanding agreements, personnel rules and regulations, and other City policies.

Confidential Technician I - annual salary $59,373.86 - $72,169.24
Confidential Technician II - annual salary $65,459.68 - $79,566.76
Placement or assignment at the appropriate level will depend on qualifications and experience
These duties are a representative example; position assignments may vary depending on the business needs of the department and organization.
- Provides general administrative and technical support to internal and external customers.
- Maintain confidential exam and personnel records and files.
- Coordinate personnel functions with payroll activities; ensure accurate maintenance of personnel transactions and status.
- Respond to requests for information and assistance from employees, management, outside agencies, and the public.
- Collects, maintains and produces records and data.
- Assists with technical and clerical support of Citywide compliance of Federal, State, local laws.
- Drafts, maintains and updates employee handbooks, policies and procedures.
- Coordinates and manages special projects, events, etc.
- Conducts City-wide committee meetings and prepares agendas and minutes.
- Represents the City and/or the department at assigned events.
- Responds to public and internal inquiries and resolves issues, questions, and complaints
- Participate in the recruitment and selection process, and/or employee onboarding/offboarding.
- Assist with benefits, employee status change documentation, performance management program, surveys, etc.
- Assists with the planning and implementation of community outreach strategies.
- Attends relevant community meetings, and schedules and participates in outreach presentations at local schools and organizations.
- Perform related duties and responsibilities as required.
- Level I:
- Ideally, three years of increasingly responsible technical experience that relates to the duties and responsibilities above; and
- Graduation from high school, and/or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
- Level II:
- Ideally four years of increasingly responsible technical experience that relates to the duties and responsibilities above; and
- Graduation from high school, and/or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
- Employees may be considered for a level II advancement after completion of two years in the Confidential Technician I assignment, at the Department Director discretion.
- Current technical/professional knowledge of complex principles, methods, standards and techniques associated with the scope of work of a recognized profession.
Effective verbal and interpersonal communication skills.
- Microsoft Office Suite (or equivalent), and project management principles.
- Use computer and other office equipment effectively.
- Current local, state, and federal law; City Memoranda of Understanding; Charter; rules and regulations; etc.
