MINIMUM QUALIFICATIONS: The following qualification(s) MUST be met and clearly detailed on the application form on or before the last filing date:
- Graduation from a regionally accredited or New York State College or University with a Bachelor’s degree or higher OR
- Graduation from a regionally accredited or New York State college or University with an Associate degree and two (2) years of full-time paid experience in customer service, business, finance or a closely related field OR
- Graduation from high school or possession of a high school equivalency diploma and four (4) years of full-time paid experience in customer service, business, finance or a closely related field.

DUTIES: This position involves responsibility for performing a variety of complex clerical functions in the processing of applications for a wide range of licenses and permits, collection of fees, and related financial record keeping. The work involves continuous public contact in completing assigned duties both in person and by telephone. Employees in this class must be familiar with and keep current on changes in laws dealing with records kept in the office of the Commissioner of Accounts. The work is performed under the general supervision of the Commissioner of Accounts and Deputy Commissioner of Accounts, with leeway allowed for the exercise of the independent judgment in carrying out details of the work. An incumbent does related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
- Issues, records, and collects fees for hunting, fishing, trapping and other conservation department licenses to residents and non-residents;
- Processes applications and collects fees for licenses and permits required by the City including but not limited to Chapter 136 licenses, vending , trailer park, landfill, amusement and taxi owner and driver licenses;
- Keeps files on each type of license issued by the City and State as applicable including but not limited to name, address, and place of business, and any other information required to issue a license;
- Maintains a variety of financial and accounting records and claims for monies collected as required by the City for permit and license fees;
- Processes applications for and issues bingo licenses, games of chance, raffles, collects fees and maintains related records;
- Collects fees for and issues dog licenses, files ownership cards, maintains records of delinquent dog owners and notifies owners of license requirements;
- Receives cash and checks for license fees, posts amount to ledgers and journals, prepares trial balances, calculates amounts to be deposited and reconcile daily and monthly cash balances;
